3- hydroxypropionic acid is a kind of important platform chemical compound , and was listed as one of 12 biology-base chemical products with most potential by Department of Energy, USA in 2004 , which, in industry, can be used to synthesize many kinds of important chemical products , such as crylic acid , methacrylic acid , propylene glycol and acrylamide. Annual total market share of the above chemicals exceed s USD 1 billion . In addition, it can be used as nematicide , production coating , adhesive, water treatment chemical and personal-care supply. Its polymer is biodegradable plastic with broad development prospect, which has excellent biological material property and mechanical performance , and can be widely used in orthopedic surgery, personal hygienic products , drug control and release and packing fields .
1.1. 2 Market Prospects
At present, 3- hydroxypropionic acid in China is totally imported, resulting in high price . Under the background of increasingly serious environmental pollution, as degradable plastic, poly-3- hydroxypropionic acid series material s also have wide scope of application .
At present, China's 3 -hydroxypropionic acid is totally imported, so the price is very high . Chinese ecological environment condition is still not optimistic, facing increasing worsening ecological deterioration and harming; overall ecological environment function and resistance to natural disaster are weakening. As degradable plastics, poly- 3 -hydroxypropionic acid series materials will also be extensively applied .
China's plastic industry has huge development potential . In order to deal with the influence of international financial crisis , the government has issued Light Industry Adjustment and Revitalization Plan , listed plastic into three major industries for planning , and supported plastic processing industry as a key industry .
Development Research Report of Plastic industry in China (2010) to be issued shows that , in 2010 , Chinese plastic products industry realized steady and rapid development, fast growth of industrial output, prosperous domestic demand, and smooth production and sales . In 2010 , plastic products industry had 20,800 enterprises above the total volume of production and sales , completing total industrial output value 1424 . 251 billion yuan , a year-on-year increase of 31.1% ; plastic products output completed 58 . 3038 million tons, a year-on-year increase of 21.14%. In 2010 , total import and export value of plastic products was US$ 61 . 418 billion , a year-on-year increase of 36.92%, much higher than the same period of last year. Export amount was US$ 44 . 667 billion , a year-on-year increase of 34.11% ; and import amount was US$ 16 . 751 billion , a year-on-year increase of 45.04%. In this market pattern , on the basis of analysis for raw material and manpower cost influencing price of plastic industry, import and export as well as exchange rate , the report proposed the policy suggestions on industrial development. In recent years, the scientific research organization has continuously increase investment in research and development of high polymer material. Application of new achievements, new technology, new technology , including energy conservation technology in plastic machinery has greatly promoted technical progress and development of plastic industry. Enterprises of multinational corporations invested in China have a lot of high-tech products, and the market prospect is optimistic. For example, export of foreign-invested enterprises accounts for over 40%. This project will have a bright market prospect .
1.1.3 Technical Analysis
Technical source of the project is from Qingdao Institute of Bioenergy and Bioprocess Technology, CAS , which uses metabolic engineering technology to construct many kinds of biological catalyst, and can synthesize 3- hydroxypropionic acid and the polymer with cheap carbon sources like glucose and glycerinum . Small test has been completed. At 5L fermentation tank scale, respectively uses glucose or glycerinum as carbon source to make output of 3- hydroxypropionic acid exceed 40g/L and reach international advanced level; 25g/L of poly-3- hydroxypropionic acid output is the highest output recorded in the international report . In order to improve the material performance of poly-3- hydroxypropionic acid, synthetic path and new-type metabolic regulation system of other monomers are introduced , cheap carbon source can be used to synthesize series copolymer with controlled structure and monomer component to obtain various biodegradable plastics with different mechanical performance , thermodynamic performance and transparency , meeting requirements in different application fields .
1.1.4 A dvantageous Conditions of Project Construction
(1) Location advantage
The factory area is located in the northeast of Gongzhuling downtown, west of 102 National Road, which has complete public utilities in the periphery, and infrastructure conditions of “six accesses and one leveling” (six accesses mean power supply, water supply, water discharge, heat supply, telecommunication and road; one leveling means factory area leveling).Gongzhuling City is close to Changchun to the east, connects Shenyang to the south, and joins Harbin to the north, having railway, highway and airway extending in all directions. Beijing-Harbin double-rail railway and Harbin-Dalian Expressway transversely pass through the downtown and the economic development zone under construction. It takes half a hour to Changchun by car, 2 hours to Shenyang, and 5 hours to Dalian. 30,000 programmable telephones in the city have connected with domestic and international network, and opened up packet switching equipment and digital data network .
( 2 ) Park foundation
Lingdong Industrial Concentration Zone, Gongzhuling City, Jilin Province is located in the east of Gongzhuling City, Jilin Province, which was approved as a provincial-level industrial concentration zone by the Provincial Development Office in April 2006 . It has total planning area 28.6km2 , including built up area 6km2 . Since its establishment, it has closely follow the overall target of building Lingdong Economic Zone to take project construction as center, adjust economic structure, optimize industrial layout, increase development speed, and constantly expand the economic aggregate. 56 projects have entered the zone. It has basically formed a new-type industrial cluster mainly based on agricultural and sideline products processing, fine chemical engineering and auto parts processing, and realized gross regional domestic product 2 billion yuan, gross industrial output value 4.6 billion yuan and revenue 101 million yuan.

Gongzhuling Chemical Industrial Park was approved and established by the Provincial Department of Environmental Protection in April 2011, which is one of only three chemical industrial parks approved in Jilin Province.
