1. Introduction to the Project
1.1 Project Background
1.1.1 P roduct Introduction    
Oil refining is a process that distills crude oil or other grease to change the molecular structure, that is, pyrolyze crude oil into kerosene, diesel and heavy oil suitable for internal combustion engine .
O il refining generally refers to petroleum refining, original was kerosene, gasoline and diesel suitable for internal combustion engine, separated and produced distilling petroleum , its byproducts are petroleum gas and residual oil ; the component heavier than fuel oil is transformed into fuel oil by process chemistry such as thermal cracking and catalytic cracking , and some of the fuel oil should be refined by hydrogenation and other technolog ies . The heaviest vacuum residual oil receives solvent deasphalting to produce deasphalted oil and petroleum asphalt , or heavy oil is cracked into component of fuel oil by delayed coking , and its byproduct is petroleum coke . Lubricating oil-type oil refining plant can produce various engine lubricating oil, mechanical oil, transformer oil, hydraulic oil and other special industrial oil by means of solvent refining , solvent dewaxing and supplementary hydrogenation technique . Nowadays, hydrogenation technology is more often used in production of fuel oil and lubricating oil . In addition , the refinery produces raw materials for petroleum chemistry still uses hydrogenation cracking technology.
1.1. 2 Market Prospects
With Chinese economy developing , high-quality gasoline and diesel demand will increase continuously, fine propene and liquefied gas are used as high-quality chemical raw material , and the market demand will be still flourishing . Therefore, deep processing and comprehensive utilization of crude oi l for producing more light oil products can meet Chinese existing energy policy , and create more economic benefits for Li'an Petrochemical Co., Ltd.
With requirements for environment constantly increas ing , requirements for quality and environmental protection in all countries have become increasingly strict . V ehicle cleaning fuel standard has changed greatly , and is still upgrading and replacing. The most important in dex is sulphur content, benzene content and aromatic hydrocarbon content in gasoline and diesel. General speaking , main index among countries in the world tends to be uniform, and quality is speeding up .
The present cleaning gasoline standard in America is sulphur content≤30ppm , European standard is sulphur content≤10ppm . S ulphur content in American and European cleaning diesel standard is respectively ≤15ppm and ≤10ppm . Cleaning fuel in developing countries is also upgrading and updating . In the existing national 3 gasoline and diesel standard in China, sulphur content is respectively ≤150 ppm and ≤300 ppm . Beijing has taken the lead to implement Beijing 5 gasoline and diesel standard on May 31, 2012 , sulphur content of gasoline and diesel is not more than 10ppm .
With automobile inventory increasing rapidly , automobile exhaust has caused increasingly big influence on atmospheric pollution , especially i n recent years , China's continuous haze weather attracted social attention to oil product quality upgrading. Recently, China will publish national 4 vehicle diesel standard (sulphur content not more than 50ppm) , with implementation interim period lasting to the end of 2014 ; publish national 5 vehicle diesel standard (sulphur content not more than 10ppm) by the end of 2013 , and publish national 5 gasoline standard (sulphur content not more than 10ppm) by the end of 2013 , with implementation interim period lasting to the end of 2017 for both .
Chinese oil refining industry has met an important strategic development opportunity period , but it is still faced with increasingly lacking crude oil resources supply , deterioration of crude oil quality , increasingly strict requirement for environment protection , China must use international advanced experience as reference , positively expand crude oil source , realize multiple channels and diversified resources , increase deep processing capacity of heavy oil , accelerate cleaning fuel quality upgrading and updating and take other corresponding measures .
1.1.3 Technical Analysis
This project adopts catalytic cracking method to transform crude oil into gasoline , diesel, liquefied gas and fuel gas . Considering requirement for environmental protection , the project aims to produce cleaning oil to the greatest extent , select process route mainly producing cleaning fuel , and adopt full-hydrogenation technological process of atmospheric vacuum distillation , wax oil hydrogenation cracking , residual oil HDS and catalytic cracking of heavy oil . The project adopts domestic and international advanced, mature , safe, reliable, economically reasonable technology, meeting the principle and requirements of clean production, energy conservation , consumption reduction and circular economy .
1.1.4 A dvantageous Conditions of Project Construction
( 1 ) Policy advantage
This project conforms to the overall strategy of the national western development , revitalization of old northeast industrial base, national petroleum strategy and development demand of Jilin Province .
( 2 ) Technical advantage
This project adopts catalytic cracking method to transform crude oil into gasoline, diesel, liquefied gas and fuel gas. Considering requirement for environmental protection, the project aims to produce cleaning oil to the greatest extent, select process route mainly producing cleaning fuel, and adopt full-hydrogenation technological process of atmospheric vacuum distillation, wax oil hydrogenation cracking, residual oil HDS and catalytic cracking of heavy oil. The project adopts domestic and international advanced, mature , safe, reliable, economically reasonable technology, meeting the principle and requirements of clean production, energy conservation , consumption reduction and circular economy .
( 3 ) Location advantage
This project depends on Sino-Russia cooperation to construct annual oil transport capacity of 80 million tons, the branch will extend to the northeast of China, and annual pipe transport project has annual transport capacity of 30 million tons petroleum. It plans to construct 2 .2 million tons /year oil refining capacity expansion and technical transformation project, which has important significance for effectively improving overall layout of Chinese oil refining chemical and optimizing resource configuration and product application fields .
1.2 Content and Scale of Project Construction
1.2.1 P roduct Scheme and Scale
On the basis of the existing annual processing capacity 30 0,000t crude oil, it proposes to purchase 2 . 2 million tons/year crack catalysis and related equipment. In the ordinary pressure catalysis combination device s , production scale of ordinary pressure unit is 2 . 2 million tons/year , catalytic unit 1 . 5 million tons/year , diesel hydrogenation device 20 0,000t/year , liquefied petroleum gas separator 30 0,000t/year, and polypropylene devic e 10 0,000t/year.
