With cashmere as its raw material, Cashmere blanket is a kind of double-sided wool fabric with abundant plush. Because of the abundant plush on surface, it can be used as warm wool fabric in bed as well as bedspreads, tapestries and other decorations.

With the increase of the national economy, people's living standards has been improving. Because of its thin, soft, smooth, waxy and warm traits, cashmere blankets made up of senior textile are acceptable to more and more consumers and the market for cashmere blankets demand continues to expand. Currently, due to the proportion of exports of cashmere blankets is around 80%, product demand exceed supply, domestic consumption market has not been fully developed. The top priority of textile industry in China is to promote the healthy development of cashmere blankets industry and to take efforts to expand domestic consumption market of household textiles. Along with the overall improvement of people's living standards, people has changed the pursuit of the furniture environment from material enjoyment into spiritual one. Blankets is no longer just as a warm facilities, the current product range of blanket has extended to other fields such as hotels, restaurants, cars, travel, medical and so on, initially formed the idea of " textile assortment" by the combination domestic blankets with decorative items, which provide an excellent opportunity for the development of cashmere blanket as well as revitalization and development of the industry.  
Textile industry is the pillar industry of the national economy and an important livelihood industry as well as the internationally competitive one with advantages. It has a significant role in jobs creation, rural economy stability, exports expansion, market prosperity and people’s satisfactions for material demand as well as the promotion of urban and rural construction. The project, adopted the internationally advanced production techniques and technologies, promote the rapid development and the steady progress of China's blankets industries
As the blanket industry plays a growing role in the world economy and trade, the project will be of great significance for our province in the export expansion of the textile industry, the acceleration of export-oriented economic and the promotion of industrial restructuring.This project will become a new economic growth point in Taonan City, which has a very profound influence on the revitalization of Northeast Old Industrial Base.             
1.1.3 Technical Analysis
1 Wool treatment 
We select white cashmere and fine wool (not dyed) to process, added 4% synthetic lubricating oil. Also, because the electrostatic charge can make the hair fiber and other parts adherent, resulting in breakage and rupture of hair nets, which will bring difficulties in processing. Therefore, antistatic agent should be added during the process.
2 Carding       
Triple carding machine, can achieve full fiber carding and reduce fiber damage. In addition, it can reduce the damage to fiber. With 42s as its cycle, automatic hair-feeding machine should be flexible and be fed regularly and quantitatively
3 Spinning
BCS584 ring spinning machines are selected to process products whose drawing multiples is 1.3 and spindles is 4000-4500r/min, 8-10G-type bead. Twist coefficient is generally chosen the type of 120-140, considering the style of products, yarn fineness, strength and yarn breakage rate.
4 Weaving
Weaving process requirements: the machine by secret 104 / 10cm, ring cloth warp density 111 / 10cm, fabric weft 205 / 10cm, length warping of 2.28m, the plane of the long 2.05m, width 205.4cm in machine , the plane width 193cm, General root number 2136.
5 Post processing 
According to the inherent characteristics of cashmere and fine wool, we take measures to prevent and reduce tension and stress of fabrics and to choose elaborately finishing process of cashmere blankets .

1 Policy Conditions
"Textile industry restructuring and revitalization plan” put forward the general requirements about maintain growth, expand domestic demand and readjust the structure in textile industry and we should take measures to stabilize the share of industrially international market and to expand domestic consumption demand, with independent innovation, technological transformation, backward elimination and layout optimization as its emphasis, to promote the textile industrial restructuring and industrial upgrading, to consolidate and strengthen the status of the textile industry to support employment and benefit to people , and promote China's textile industry from a large industry to a strong one. The project is also implemented in Taonan City invested hundred millions yuan at fixed assets projects, construction area covering over 50% of the land, the investment strength reached 2,000 yuan per square meter.According to the project land area of ​​business , the implementation of " auction and " price 125 yuan per square meter paid the land premium paid. Local governments support technological upgrading of enterprises and new product development according to the equivalent amount of land premium paid. From the date of paying taxes of the project, corporate income tax ( at the present tax laws first municipal retained partial implementation ) , the first three years through financial investment zone for new product development and technological innovation. The existing 2.32 million acres of natural grassland can yearly produce 200 thousand tons of fresh grass with 1.5 million tons annual straw, livestock capacity being 1.1 million sheep, which lay a good foundation for livestock farming. Meanwhile, Taonan City is a nationally superior fine-wool sheep base the number of sheep being the top in the province many years. High-quality fine wool is rated as brand-name product in the International Agriculture Food Fair of Changchun in 2001.

2.2 Overview of Project Undertaker
Economic Development Zone of Taonan City is the industrial clusters established by Provincial Government Development Office in November 2005. According to the industrial layout and functional orientation, the zone is divided into four parts including industrial districts, trade and logistics districts, management service districts and living quarters. To ensure planning guidelines to development zones, in accordance to the land utilization of the provincial land department, we will gradually enact the planning of "2005-2015 Economic Development Plan of Economic Development Zone in Taonan" through extensive opinions and careful discussion. Currently, the municipal government has adopted the development planning and requires careful implementation and operation in development zone.
In recent years, according to the general requirements of high target location, high standard construction, high level of construction, high-speed development, municipal party committee and government of Taonan make strenuous efforts to construct development zone by investing manpower, money and material, adhere to the principle of "overall planning, implement by step, new town construction, prominent features, industry support, rolling development and virtuous cycle". Total investment of 2.989 billion yuan was used to complete the supporting infrastructure of development zone. And the general framework and road construction "seven connections and one leveling" was completed, "seven connections and one leveling" and road network framework of "three vertical and four horizontal" basically formed, which can meet the needs of companies and promote construction process of the project. From 2006 to now, the zone in Taonan, under the leadership of municipal government, make efforts to promote investment and construction of projects that 78 projects were implemented with the actual funds of 8.67 billion yuan placed. Up to now, the total number of all types of enterprises in the zone reaches 64, including 28 industrial enterprises above designated size.
In accordance with the overall planning, Development Zones we currently strive to create the four industries including agricultural and livestock products processing industry, green energy industry, medicine and health products industry, textiles clothing industry. A leading industry is agricultural and livestock products processing industry, competitive industries are medicine and health products industry and textiles clothing industry, strategic emerging industries is green energy industry. Combined the actual situation of the city with development zone, the key point is continually to increase more companies in development zones, building the framework of four industries. As to service industry, we designedly construct the northern part of new town following the municipal government's requirements, including the administrative office area, North Lake Park, leisure square and other human landscape. At the same time, we will introduce related services industry projects such as logistics, hotels, supermarkets, business apartments, accelerating the transformation zone is excellent infrastructure and transform the development zone into a new Taonan City with good infrastructure, complete supporting services, prosperous trade logistics and beautiful living environment. In 2020, the gross regional product of Development Zones will achieve 20 billion yuan, an average annual growth being 18 %. Industrial added value will reach 11 billion yuan, an average annual growth being 20 %. Fixed assets investment will fulfill 6.5 billion yuan, an average annual growth being 35%. Fiscal revenue will be 2 billion yuan, an average annual growth being 25 %. Annual sales volume in trade and logistics area will realize 800 thousand tons, business turnover being 3 billion and earning foreign exchange being 100 million USD. Development Zones become the famous and largest grains and beans distributed trade center throughout the country.
The Economic Development of Taonan City invests over one hundred million yuan in fixed assets, construction area being more than 50% of the total area, investment intensity reaching 2,000 yuan per square meter. Enterprises, according to the land usage area of the project, pay the land-transferring fees through “bid, auction and listing”, namely 125 yuan per square meter. Local government will support enterprises by the same amount of the land-transferring fees paid in technological innovation and new product development . Since projects meet the design production capacity and pay taxes, corporate income tax (municipal retained partial implementation at the prevailing tax laws), invested by Development Zone financial in the first three years, are used in new product development and technological innovation. During the later two years, 50% of corporate income tax (municipal retained partial implementation at the prevailing tax laws), invested by Development Zone financial, is used in new product development and technological innovation. During the period of construction, supportive polices are implemented that administrative fees are free and that operating charges, negotiated by the Development Zone and intermediary organizations, are imposed at a minimum standard.
