1.1 Project Background

1.1.1 Project Introduction

The high-speed train refers to the railway vehicle with the maximum running speed of 200km/h or more, that is, “high-speed train” called now. After entering the 21st century, human railways enter the age of “high-speed train”. At the beginning of 1990s, the average speed of the passenger trains of China is only 46.3km/h. In the 10-Year Plan of National Economic and Social Development and the 8th Five-Year Plan Program of the People’s Republic of China promulgated in March, 1991, the high-speed railway technology is taken as the key project of scientific and technological problem tackling. Later, China has started the exploration of the design and manufacturing of railway EMU. In 2004, the State Council clearly presented the general requirements of “introducing the advanced technologies to carry out the combined design and production and create the brand of China” in the railway vehicles. In order to improve the starting point and accelerate the schedule, started from the actual conditions of China, the advantages of all the countries are made use of to the method of combining introduction and the domestic research and widely carry out the domestic and foreign technological cooperation and cooperation between all the domestic industries. 4 technological platforms of CRH1, CRH2, CRH3 and CRH5 EMU have been built. Based on the four technological platforms, China has independently completed the technological upgrading of the long EMU, sleeping berth EMU and 380km/h EMU of the high-speed trains, reached the 460km/h EMU test vehicle record and created the new age of high-speed railway transport of China.

The project is located in Mishazi Town Industrial Park, Dehui City, covering an area of about 260000 m2 and the plant building area is about 88000 m2. The project is planned to have the annual output of 115100 tons (0.3 million pieces) of machined wheels of railway vehicles, 181470 tons of heat abated wheel and axle blanks and 0.35 million tons of die castings.

1.1.2 Market Analysis

(1) Analysis of the present situation of development of the high-speed railway of China

The starting of the high-speed railway of China is late and its development has gone through a hard and tortuous process. In January, 2004, the Ministry of Railways issued the Medium-term and Long-term Railway Network Plan and determined that the scale of the high-speed railway network should be increased and the transport capacity should be improved to achieve the cross-span development of the railway. In the same year, the Ministry of Railways issued the tendering announcement of “planning to purchase the total 200 sets of 200km/h EMU”. On June 23, 2005 the construction of Wuhan-Guangzhou High-speed Railway was started, on July 4, the construction of Beijing-Tianjin Interurban High-speed Railway was started and on April 18, 2008, Beijing-Shanghai High-speed Railway was started. Later, China entered the large-scale construction period of high-speed railways. On December 3, 2010, the new generation of “Hexie” EMU CRH380AL created the new record of 486.1km/h operating experimental speed in the experimental section of Zaozhuang-Bengbu of Beijing-Shanghai High-speed Railway. By 2010, the total operating mileage of the high-speed railways put into operation has been 6 552 km, ranking the first in the world. 2014 has witnessed the construction mileage of the national high-speed railway exceeded 10,000 km and basically formed the “four horizontal and four vertical” network structure. By 2016, the total mileage of Chinese high-speed railway has exceeded 20,000 km, ranking the first in the world steadily. Since 2005, China has spent only 11 years completing the construction of 20000km standard high-speed railways, more than the total operating mileage of high-speed railways of other countries in the world and the achievement is remarkable.

The high-speed railway network of China has been the largest-scale high-speed network in the history. In the 20000km operating mileage, more than 4200 high-speed trains operate every day, far more than the total of other countries in the world. The high-speed railway has become the absolute main force of the passenger transport of China, accounting for 1/6 f the total mileage of railways and the transport capacity is more than 60%. Take Guangzhou South Railway Station for example. Only in 8:20 8:30, there are 15 high-speed trains arrive at and depart from the station, with the volume of more than 6400 passengers. The high-speed railways closely connect more than 100 cities and cover the population of 0.7 billion. The high-speed locomotives running at the speed of 30km/h on the railways in the advanced status in the world and the high-efficiency and rapid expansion of the building capacity also make the network extended all the time. Now, the high-speed railway network of China is extending at the speed of annual 2000km. It is predicted that its length will have been unprecedentedly 38000km and covered more than 240 medium-sized cities of China by 2025. It will thoroughly change the concepts of distance, time and space in China.

(2) Market orientation of the project

The railways of China are in the rapid development period and the market demand is big. At present, the domestic demand for wheels is about 1.05-1.35 million pieces and the demand for axles is about 0.26-0.33 million pieces. In the future years, the market demand of China will grow by times. In addition, the country is making great efforts to promote the high-speed railway technology of the country and the market demand is extremely broad.

1.1.3 Advantageous Conditions of Project Construction

(1) Policy advantages

In 2016, with the implementation of the national construction of One Belt and One Road and the development of the domestic high-speed railway industry, rounds of development tides have been brought about for the high-speed railway industry and the country has promulgated a lot of favorable support policies for the development of the high-speed railway industry. Since Changchun New Area where the project is located was founded, a series of policies such as Policies on Promoting the Development of the Strategic Emerging Industries, Policies on Promoting the Innovative Development of Science and Technology, Policies on Accelerating the Assembly of the High-level Personnel and Policies on Supporting the Innovative Development of Changchun New Area, etc..

(2) Obvious location advantages

The construction site of the project, located in Changde Economic Development Zone, under Changchun New Area, has the obvious location and transport advantages. Changchun New Area is located in the core hinterland of Changchun-Jilin-Tumen Development and Opening Pilot Zone and geographical center of Northeast China and the important node of Harbin-Dalian Economic Belt and China-Mongolia-Russia Economic Corridor. In the district, Longjia International Airport is the national trunkline airport, some expressways such as Jingha Expressway and Hunwu Expressway, etc. meet here, some trunkline railways such as Jingha Railway and Hada Railway penetrate the whole district, Changchun-Manchuria-Europe International Freight Train has been opened and the sea, land and air 3D transport network has been preliminarily established, so it is convenient to have communication of personnel and goods with other regions of Northeast China, Beijing, Tianjin and Hebei and the surrounding countries of Northeast Asia. The new district, depending on the construction of Longjia International Airport and comprehensive railway freight yard, is building the international airport and international inland port, the “three major channels” to the west, north and south and incorporate to the major pattern of economic development in the world.

(3) Industrial development advantages

Changchun New Area, focusing on the building of the innovative industrial system with the advanced manufacturing industry, modern agriculture and modern service industry as the important points, insists in the coordinated and interlinking development of the four major development zones and preliminarily establishes the industrial development pattern with the prominent important points and distinctive characteristics: in the airport development zone, the emphasis is put on the development of the logistic industry, finance, leisure tourism and health endowment and other modern service industry as well as airport advanced manufacturing industry and it will be built into the pilot zone of airport economy and opening to the outside in Northeast China. In Beihu Development Zone, the emphasis is put on the development of the high-end equipment, photoelectric intelligent, biological medicine, fine food, new materials and energy industries to promote the construction of the international inland port of Northeast Asia, build the international inland port oriented to Northeast Asia and build itself into the strategic emerging industry pilot zone. In Changde Development Zone, the emphasis is put on the development of the health industry, fine food industry, strategic emerging industry and engineering mechanical industry, etc. to build the new urban area suitable to live in and open businesses; in the New and High-tech Zone, the emphasis is put on the development of the new and high-tech industry and high-end service industry to build the functional assembly zone of the new and high-tech industry and high-end service industry. The industrial pattern and development of Changchun New Area will provide the good industrial support for the project.

(4) Personnel and innovative resource advantages

In Changchun New Area are assembled a lot of colleges, universities and scientific research institutions such as Jilin University, Northeast Normal University, Changchun Institute of Optics, Fine Mechanics and Physics of Chinese Academy of Sciences and Changchun Institute of Applied Chemistry of Chinese Academy of Sciences, etc.; in the district, there are 3 national-level engineering labs, 2 national engineering technological research centers, 11 national-level key labs and 50 key labs above the provincial and ministerial levels. The district has 34 national-level innovative parks and bases such as National Patent Navigation Industry Development Experimental Park and National Innovative Personnel Cultivation Demonstration Base; in the district is assembled Changchun Northeast Scientific and Technological Innovation Center built by “1 academy, 4 institutes and 4 universities” including Changchun Branch of Chinese Academy of Sciences and Jilin University, etc., the special technological platforms of photo-electrics, new materials, new energy, biological medicine and ecological agriculture, etc. and public service platforms of governmental affairs, information, finance and personnel, etc. are built.

1.2 Project Construction Contents and Scale

1.2.1 Product Plan and Scale

The plant of the project is located in Mishazi Industrial Park, Dehui City, covering an area of about 260,000 m2, the area of the plant building is about 88,000 m2 and it is mainly to produce railway vehicle wheel axles.
