 1. Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

Daily necessities molds, household appliance molds, automobile molds, electric automobile molds, motorcycle molds, automotive lamp molds, rail transit molds, aviation molds, and ships molds.

For present domestic mold industry that has basically formed scale and industrial system, its future is worth expecting. It is mainly showed in two aspects: on the one hand, leading enterprises of mold sub-sectors have appeared to lead the industry to make progress. On the other hand, mold product structure tends to be more reasonable. Based on materials and forming methods of the product, molds are divided into 10 categories, mainly including stamping molds, injection molds, die-casting molds, forging molds, and glass molds. At present, the composition of mold products structure in China has basically matched with that in developed countries.

The development of mold industry in China is attracting more and more people's attention and concern, and 60%-80% components and parts, including electronics, automobile, electrical machine, electric appliance, instrument, meter, household appliances and correspondence, rely on molds for shaping. High precision, high complexity, strong consistency, high production rate, and replaced consumption of mold production parts cannot be matched by other processing and manufacturing methods. Luo Baihui, principal of International Mold & Plastic Hardware Industry Suppliers Association, pointed that in the continuous developing process of information society and economic globalization, mold industry products will mainly develop to be larger-scale, more precise, more complex, more economic and faster. As the product's technological content improves constantly, mold production develops towards informatization, digitization, zero photo, refining and automation, and mold enterprises develop towards technology integration, equipment fineness, product branding, management informatization, and management internationalization.

This project, relying on the industrial foundation of Changchun National Hi-Tech Industrial Development Zone, absorbs and integrates resources through investment attraction platform of Economic Cooperation Bureau, ensure high-end products, give key support, build mold industrial cluster, and construct mold industry with the international competitiveness.

1.1.2 Market Prospects

(1) Analysis for mold market

In recent years, total output value of mold industry in China has maintained an annual increase rate of 15%, and by the end of 2015, mold industrial output value is to be 160 billion yuan. By 2025, it will be about 310 billion yuan. The effort of the 12th  Five-Year Plan will enable China's mold level to reach the Asian advanced level. After another ten-year effort, it will basically reach international level by 2025, which will not only enable China to become a great power of mold production but also make it enter into the world's powerful nations of mold manufacture.

Mold industry in China moves forward continuously through thistles and thorns, stepping from the beginning low mold production up to the present high precision mold market. Such achievement is hard-won for China's mold market, accumulating little by little and moving forward step by step, and finally becoming a striking business in China's industry. Insistence and efforts of every person in every part of mold industry are crucial. Relying on the present domestic technology and capacity, although China's mold industry can meet most enterprises' demand for molds, it's hard to satisfy some enterprises' demand for processing characteristic molds due to general shortage of self-dependent innovation ability in the industry.

(2) Mold market development forecast

Based on expert's forecast, in the following ten years, mold market will mainly focus on five major popular fields including:

Automotive covering part mold

Stamping molds account for over 40% of total mold amount. Automotive covering part molds mainly support for automobiles, and also include those supporting for agricultural vehicles, engineering machinery, and agricultural machinery, which obviously represent stamping molds. Most molds are medium or large-sized with complex structure and high technological requirements. Especially, covering part molds supporting for cars are even required more strictly, which can represent the level of stamping molds. China has possessed certain technological base of this kind of molds and used them to support medium grade cars, but due to its insufficient level and capacity, the molds can meet only about half of the demand. Covering part molds of high and medium grade cars are mainly imported, costing several hundreds of million every year. The level of automotive covering part mold is not satisfactory, capacity is not adequate, and production cycle is long, becoming the bottleneck of automobile development and greatly influencing the development of car models. The covering part molds required for high and medium grade cars will be the priority among priorities. By 2020, except several individual high-grade cars, all automotive covering part molds should basically keep a foothold in domestic supporting.

Molds in IT industry

Multi-position progressive molds and fine blanking molds represent the development direction of stamping molds, having extremely high requirements for precision and life, and mainly supporting for IT electronic information industry, semiconductor precision component, terminal connector, notebook, and mobile phone shell. IT molds have possessed certain foundation in China, and foreign technical equipment have been introduced. The products of several individual enterprises have reached the world level, but most enterprises still have a long way to go. In addition, the total supply is behind demand, and most of them are imported. Those precision molds, supporting for super-large-scale integration circuit, lead frame with lead pin over 100 or gap less than 0.2mm, precision miniature adapting piece with precision more than 5mm, micro motor iron core with diameter less than 1.6mm, and kinescope and electron, are top priority for development. Large-scale multi-position progressive molds supporting for automotive covering parts and other large and medium stamping parts should also put in key development.

Large-sized and precision plastic molds

Plastic molds account for nearly 40% of total mold amount, and this ratio still keeps rising. Although plastic molds, including large-scale injection molds supporting for automobile and household appliances, precision plastic packing molds supporting for integrated circuit, precision injection molds with multilayer multi-cavity multi-material and multi-color supporting for electric information industry, machinery and its packing, plastic profile extrusion mold supporting for new type of building materials and water-saving agriculture, pipeline and shower nozzle, have mastered certain foundation and are developing rapidly; but the technological level still fall far behind from foreign countries, and the total supply cannot satisfy demand, costing several hundred million yuan for importing. Therefore, it should be mainly developed during the 13th Five-Year Plan.

Precision mold standard parts

Currently, China has possessed big output of mold standard parts, mainly including form sets, guiding elements, push rods and ejector sleeves, and elastic components, but the quality is poorer, and variety and scale are deficient. These products are not only largely needed in domestic supporting but have favorable export prospect; therefore, it should still be developed energetically. China still lacks formal factories specialized in production of nitrogen cylinders and hot runner components that are mainly imported. Therefore, it is requested to increase the level on the existing basis and organize scale production.

Other molds with high technology content

Among die-casting molds account for nearly 8% of the total amount, the large-sized thin-wall precision die-casting mold has high technology content and is hard to produce. Although magnesium ally die-casting molds and vacuum forming die-casting molds has started recently, they have excellent development prospect and representativeness. Radial rubber tire molds also stand for the development direction, in which segmented mold technology is the most difficult. Some fast-molding techniques combined with fast-shaping techniques and the corresponding fast economic molds have excellent development prospect. These high-tech molds should also be mainly developed during the 13th Five-Year Plan.

1.1.3 Technical Analysis

The improvement of technological level is obvious. In the aspect of large-sized precise plastic molds, produce precise plastic shell molds and high-capacity precise plastic molds can be produced. Regarding precision and service life of the mold, the plastic dimensional precision can reach level IT6-7, and maximum service life of the plastic mold can reach more than a million times.

Mold enterprises in China have generally used computer graphics and successively introduced top grade mold design software, and successfully applied in the design of precise plastic molds. Rapid prototyping and fast-molding technology have been emphasized and developed in China. Many research institutions have devoted to the research and development in this field and have made new progress constantly. 

This project plans to cooperate with well-known scientific research institutions and enterprises in Jilin Province, construct technology and research and development platform, and provide technological support for mold industrial park.

1.1.4 Advantageous Conditions and Necessity of Project Construction

(1) Policy conditions

Since Changchun New Area was founded, a series of policies such as Policies on Promoting the Development of the Strategic Emerging Industries, Policies on Promoting the Innovative Development of Science and Technology, Policies on Accelerating the Assembly of the High-level Personnel and Policies on Supporting the Innovative Development of Changchun New Area, etc..

(2) Related technical advantage

The construction site of the project, located in Changchun New and High-tech Development Zone, under Changchun New Area, has the obvious location and transport advantages. Changchun New Area is located in the core hinterland of Changchun-Jilin-Tumen Development and Opening Pilot Zone and geographical center of Northeast China and the important node of Harbin-Dalian Economic Belt and China-Mongolia-Russia Economic Corridor. In the district, Longjia International Airport is the national trunkline airport, some expressways such as Jingha Expressway and Hunwu Expressway, etc. meet here, some trunkline railways such as Jingha Railway and Hada Railway penetrate the whole district, Changchun-Manchuria-Europe International Freight Train has been opened and the sea, land and air 3D transport network has been preliminarily established, so it is convenient to have communication of personnel and goods with other regions of Northeast China, Beijing, Tianjin and Hebei and the surrounding countries of Northeast Asia. The new district, depending on the construction of Longjia International Airport and comprehensive railway freight yard, is building the international airport and international inland port, the “three major channels” to the west, north and south and incorporate to the major pattern of economic development in the world.

(3) Industrial development advantages

Changchun New Area, focusing on the building of the innovative industrial system with the advanced manufacturing industry, modern agriculture and modern service industry as the important points, insists in the coordinated and interlinking development of the four major development zones and preliminarily establishes the industrial development pattern with the prominent important points and distinctive characteristics: in the airport development zone, the emphasis is put on the development of the logistic industry, finance, leisure tourism and health endowment and other modern service industry as well as airport advanced manufacturing industry and it will be built into the pilot zone of airport economy and opening to the outside in Northeast China. In Beihu Development Zone, the emphasis is put on the development of the high-end equipment, photoelectric intelligent, biological medicine, fine food, new materials and energy industries to promote the construction of the international inland port of Northeast Asia, build the international inland port oriented to Northeast Asia and build itself into the strategic emerging industry pilot zone. In Changde Development Zone, the emphasis is put on the development of the health industry, fine food industry, strategic emerging industry and engineering mechanical industry, etc. to build the new urban area suitable to live in and open businesses; in the New and High-tech Zone, the emphasis is put on the development of the new and high-tech industry and high-end service industry to build the functional assembly zone of the new and high-tech industry and high-end service industry. The industrial pattern and development of Changchun New Area will provide the good industrial support for the project.

(4) Personnel and innovative resource advantages

In Changchun New Area are assembled a lot of colleges, universities and scientific research institutions such as Jilin University, Northeast Normal University, Changchun Institute of Optics, Fine Mechanics and Physics of Chinese Academy of Sciences and Changchun Institute of Applied Chemistry of Chinese Academy of Sciences, etc.; in the district, there are 3 national-level engineering labs, 2 national engineering technological research centers, 11 national-level key labs and 50 key labs above the provincial and ministerial levels. The district has 34 national-level innovative parks and bases such as National Patent Navigation Industry Development Experimental Park and National Innovative Personnel Cultivation Demonstration Base; in the district is assembled Changchun Northeast Scientific and Technological Innovation Center built by “1 academy, 4 institutes and 4 universities” including Changchun Branch of Chinese Academy of Sciences and Jilin University, etc., the special technological platforms of photo-electrics, new materials, new energy, biological medicine and ecological agriculture, etc. and public service platforms of governmental affairs, information, finance and personnel, etc. are built.

1.2 Content and Scale of Project Construction

1.2.1 Product Scheme and Scale

The supporting and guaranteeing roles of the mold industry plays in product manufacturing industry regarding adjusting structure, improving quality and benefits, reducing production cost and increasing product competitiveness have further displayed. In 2012, global economy remained a downturn and sluggish growth, and the pressure of economic growth in China also apparently increased. To adapt to the conversion situation from high-speed growth to steady growth, manufacturing industries in China sped up the pace of transformation and upgrading. "In recent years, as core competitiveness of transformation and upgrading in product manufacturing industry, molds have attracted much recognition and full attention of mold industries, including automobile, household appliances, IT product, and packing materials, thus having promoted the development of mold industry." International Mold Association Secretary General Luo Baihui said.

The park plans to introduce 15 mold and machining enterprises and be able to provide mold manufacturing and cooperative technical processing service for foreign countries. There are 24 Swiss MIKRON high-speed milling machines, CNC milling machines and processing centers made in Mainland and Taiwan, 8 precise electric spark formers of AGIE-CHARMILLES and domestic and electric spark forming machines produced by joint ventures, 30 Japanese slow wire cutting machines and domestic large, medium and small-sized wire cutting machines, 6 spark erosion punchers, 24 flat grinders, including precise flat grinders and large-sized flat grinders, 37 various milling machines, 18 CNC carving machines, 47 lathes of various specification and other lager number of machining equipments, including CNC lathe, coordinates and horizontal boring machines, internal and external grinding machines, radial drills, band-sawing machines, and gear machines, enabling the park to have large scale as well as cooperative technical ability and technological level of molds and machining.

1.2.2 Construction Content

Changchun Mold Industrial Park covers an area of 100,000m2, which is divided into six major function zones, including mold processing zone, mold commercial zone, mold business startup zone, mold research and development zone, integrated service zone, mold relevant industry extension zone, a training base, and a management committee. The park adopts the "one plan, phased exploitation, and rolling develop" management strategy, breaks conventional thinking, conducts high standard, high starting point, rapid, and advanced construction to attract mold industry chain enterprises in and out of the park to gradually form industrial cluster, which integrates manufacturing processing, product display and sales in the mold park with automotive covering part manufacturing center, household appliances plastic mold center, and precise stamping mold manufacturing center as its core, and taking relevant industries, including hardware, electromechanical, household appliances, and automobile parts as its support.

Total investment of the project is 1.0118521 billion yuan, including fixed assets 540.4956 million yuan.

It is predicted that, this project will realize annual business income 2.15 billion yuan, annual profit 202.0528 million yuan, payback period 6.23 years (after tax, including 1 year of construction period) and ROI 19.97%.

After the project is finished, it will form complete industrial chain, promote industrial upgrade, drive downstream industrial development and local employment, facilitate the development of local society, and powerfully boost the pillar industry progress in Changchun City. 

1.5 Cooperative Ways of the Project

The government will establish the platform. The project can be implemented by means of joint venture, cooperation or sole proprietorship.

1.6 What to be Invested by Foreign Party

The foreign party can buy shares by capital, technology and equipment, and the investment proportion shall be determined by both parties through negotiation in accordance with relevant industrial regulations.

2. Introduction to Partner

2.1 Basic Conditions

2.2 Overview:

Changchun New Area is 17th state-level new area which was established under the approval of the State Council on Feb. 3, 2016. It is next to the main urban area of Changchun City, its main part is located in the northeast of Changchun City, its approval area is around 499 square kilometers, and its jurisdiction covers four zones, including Changchun National Hi-tech Industrial Development Zone, Changchun North Lake Science and Technology Development Zone, Changchun Airport Economic Development Zone, and Changde Economic Development Zone.

The OVERALL PLAN OF CHANGCHUN NEW AREA approved by the state has defined the strategic positioning, function layout, key task and development goal of the new area. Its strategic positioning is to create an innovative economic development demonstration area, a key engine for the new round of revitalizing Northeast China, an important platform of Tumen River regional cooperation and development and an advanced area of system and mechanism reform. In the spatial layout, the emphasis is put on the development of 1 base and 5 parks, that is, New and High-tech Industrial Base; Creativity and Software Industrial Park, Animation Industrial Park, Photo-electro-mechanic Industrial Park, Medicine Industrial Park and Automobile and Parts Industrial Park and efforts are made to actively develop the automobile industry, photoelectric information, biological medicine, cultural creativity and urban service industries, etc., comprehensively perfect the matching urban functions, improve the matching level of the public service facilities, perfect the urban infrastructural construction, accelerate the construction of the modern intelligent urban rails, strengthen the construction of urban green parks, build the convenient living network covering education and training, medical institutions, business and shopping centers, bank outlets and high-end community, etc., comprehensively improve the comprehensive urban service capacity, gradually enhance the environmental improvement and build a new modern urban area with the complete functions and suitable to open businesses, tour, live and work in.

Changchun New and High-tech Industrial Development Zone is planned to have had the urban construction land of 43km2, accommodating the population of 0.4 million by 2020; the urban construction land of 47.85km2, accommodating the population of 0.5 million by 2030.
