 1. Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

Basalt is made with condensation of lava erupted by the volcano. The hazardous substances contained in the lava, for the pressure and high temperature (1640) reasons, are volatilized after they reach the earth surface, so basalt is a nonhazardous and nonpoisonous clean material. The soft basalt fiber can be randomly bended and woven like cotton threads. The basalt fiber with the high strength is harder than the steel bar. As a basic new material, the basalt is widely applied in some fields of road civil work, energy conservation and environmental protection, aerospace, military equipment and vehicle and ship making, etc.

The basalt fiber is a new inorganic, environment-friendly and green high-performance fiber material. It is made through the fast drawing of bushings after the high-temperature smelting of the basalt stone consisting of some oxides such as silicon dioxide, aluminum oxide, calcium oxide, ferric oxide and titanium dioxide, etc. The continuous basalt fiber has not only the good stability but also the multiple excellent performances such as electric insulation, anti-corrosion, resistance to combustion and high temperature resistance, etc. In addition, few wastes are produced in the production of basalt fiber and it has little pollution to the environment, the product can be directly converted to the ecological environment after it is abandoned and there is no any hazard, so it is a truly green and environment-friendly material. China has listed the basalt fiber in the key major four fibers (basalt fiber, carbon fiber, aramid fiber and ultrahigh weight polyethylene fiber) under the development and the industrialized production of basalt fiber has been basically achieved in China. The continuous basalt fiber has been widely applied in some fields of fiber-reinforced composite materials, friction materials, ship making materials, heat insulation materials, automobile industry, high-temperature filtering fabrics and protection field, etc.

Jilin Province has the advantaged conditions for production of the basalt fiber. In Changbai Mountain of our province are rich the good-quality basalt mineral resources. The analysis of compositions carried out by the Test Center of Jilin University for many times show that the physical and chemical indexes are really ideal and they are the best basalt fiber materials.

1.1.2 Market Analysis

The basalt ore is a natural environmental protection clean material. It can be said that it is a universal cheap reinforcing material. The composite material made of basalt has the natural high strength and stability, durability and electric insulation to the corrosive media. With the continuous research on the basalt composite materials, the cost will be reduced, the quality will be improved and stabilized, the output will be quickly increased, the application fields will be developed in the bigger depth and width and it will be widely applied in more and more industries and trades. Because the basalt product has some characteristics that the glass fiber, aramid fiber and carbon fiber do not have, it has the indispensable market demand in the special industrial fields.

The continuous basalt fiber and its composite materials are the green and environment-friendly materials in the 21st century and the new materials in the high-tech fiber industry with the competitiveness in the sustainable development. The basalt fiber and its composite materials can better meet the demand for the structural materials in the national defense construction, transport, building, petrochemical engineering, environmental protection, electronic, aerospace and other fields and play the important roles of promoting the national defense construction, major projects and industrial structural upgrading. The country has established and promulgated the   relevant standards of basalt fiber such as GB/T23265-2009 Short-cut Basalt Fiber for Cement, Concrete and Mortar and JT/T776-2010 Highway Engineering Basalt and its Products, etc., which have laid a foundation for popularization and promotion of basalt fiber.  

At present, the foreign basalt production is mainly centralized in Russia and Ukraine. Before 2002, the annual demand of Russia is about 600 tons; in 2008, the annual demand of the US is about 700 tons and it is mainly imported from Russia and Ukraine.

In 2002, China lists the “Continuous Basalt Fiber and Composite Materials” Project in the National 863 Plan, a lot of achievements have been made in the development of fiber production process and China has the basalt fiber manufacturing technology and process with the independent intellectual property right, reaching the international advanced level.

According to the preliminary statistics of the industry, the output of basalt fiber in 2009 is about 2000 tons, the enterprises with a big scale are Zhejiang Shijin, Hangtian Tuoxin and Fuxin Mineral Industry Co., Ltd. In the first half year of 2010, the domestic enterprises which have achieved the basalt fiber production are Zhejiang Shijin, Sichuan Hangtian Tuoxin, Mudanjiang Jinshi, Shanxi Basaiaote, Fuxin Mineral Industry Co., Ltd. and Yingkou Hongyuan, etc.

In the continuous basalt fiber industry, Hangtian Tuoxin has established a complete basalt fiber production technology and equipment manufacturing technology and the special technology of design and processing of latter products. It has become the leading enterprise in the domestic industry, leading the technological and market direction. Its sales income comes from the basalt fiber preparation equipment with the core technology and its products are sold even in some developed countries such as Germany and the US, etc. In 8 basalt fiber enterprises with the influential power in the whole country, there are 6 enterprises using the technology of Hangtian Tuoxin. Hangtian Tuoxin has built 29 basalt fiber production equipments, with the annual productivity of 3000 tons and it has established the three major series of road, bridge and civil work, industrial textile products and composite materials involving the systems of the multiple varieties of products.

Changchun, as the production base of the automobile industry and high-speed EMU of China, also widely applies the basalt fiber. The automobile mufflers and exhaust gas pipes made of basalt fiber can make the automobile gas exhaust can reach the European exhaust standard. The mufflers of some limousine cars of Chrysler and BMW, etc. are made of such a material. At present, Ford and General Motors are setting out to draft and establish the industrial standard for using the basalt fiber to substitute the carbon fiber reinforced material. As the noise reduction, inflammation retardant and heat preservation materials, the basalt fiber is also widely applied in the high-speed EMU. All the ultrafine heat insulation materials used in all the pipelines of the nuclear power station of our country are imported and the prices are high.

According to the estimate, the basalt fiber demand in the world is 0.3-0.5 million tons, the market of China accounts for about 60%. After the project is completed, it will become the largest basalt fiber production base in the world and the subsequent lower-stream products developed will be the maritime engineering materials, pipeline heat insulation materials of the nuclear power stations, high-strength hull materials, heat insulation and noise reduction materials for the high-speed trains and new building materials, etc. and the development space will be big in the future.

1.1.3 Technical Analysis

Jilin Huayang New Composite Materials Co., Ltd. takes the top-grade Russian basalt fiber production technology. Russian started developing the basalt fiber in 1960s and it has a history of nearly 30 years of basalt fiber production. It has promoted the high-standard basalt fiber products in the world and its basalt fiber products have been approved in the market, with the stable customer sources in the world. At present, the technology is the most advanced one in the world. 

1.1.4 Advantageous Conditions of Project Construction

(1) Policy conditions

The development of basalt fiber has been guided by the policy. In the National Medium-term and Long-term Scientific and Technological Development Plan Program, the basalt fiber is listed as the key high-tech fiber in the development. The Adjustment and Revitalization Plan of the Textile Industry, the Directory of Technologies Encouraged by China to Introduce and the Directory of the Key Products of the “12th Five-Year” Plan of the New Material Industry encourage the promotion of the high-tech basalt fiber. In the Opinions of the State Council on Some Major Policies and Measures for the Support of Revitalization of Northeast China in the Recent Period (GF [2014] No. 28), the high-performance fiber is listed as one of the major policies and measures of revitalization of Northeast China. In the Notice of the National Development and Reform Commission on the Printing and Issuing the Implementation Plan of the Upgrading and Generation Change Project of the Key Materials (FGGJ [2014] No. 2360), it is clearly presented that the industrialization and scale application of the technological innovation achievements of the new materials should be accelerated and a number of new material enterprises should be promoted to establish the continuous innovative development capacity to promote the new material industry of China become bigger and stronger.

Since Changchun New Area was founded, a series of policies such as Policies on Promoting the Development of the Strategic Emerging Industries, Policies on Promoting the Innovative Development of Science and Technology, Policies on Accelerating the Assembly of the High-level Personnel and Policies on Supporting the Innovative Development of Changchun New Area, etc.

(2) Obvious location advantages

The construction site of the project, located in Changchun Beihu Development Zone, under Changchun New Area, has the obvious location and transport advantages. Changchun New Area is located in the core hinterland of Changchun-Jilin-Tumen Development and Opening Pilot Zone and geographical center of Northeast China and the important node of Harbin-Dalian Economic Belt and China-Mongolia-Russia Economic Corridor. In the district, Longjia International Airport is the national trunkline airport, some expressways such as Jingha Expressway and Hunwu Expressway, etc. meet here, some trunkline railways such as Jingha Railway and Hada Railway penetrate the whole district, Changchun-Manchuria-Europe International Freight Train has been opened and the sea, land and air 3D transport network has been preliminarily established, so it is convenient to have communication of personnel and goods with other regions of Northeast China, Beijing, Tianjin and Hebei and the surrounding countries of Northeast Asia. The new district, depending on the construction of Longjia International Airport and comprehensive railway freight yard, is building the international airport and international inland port, the “three major channels” to the west, north and south and incorporate to the major pattern of economic development in the world.

(3) Industrial development advantages

Changchun New Area, focusing on the building of the innovative industrial system with the advanced manufacturing industry, modern agriculture and modern service industry as the important points, insists in the coordinated and interlinking development of the four major development zones and preliminarily establishes the industrial development pattern with the prominent important points and distinctive characteristics: in the airport development zone, the emphasis is put on the development of the logistic industry, finance, leisure tourism and health endowment and other modern service industry as well as airport advanced manufacturing industry and it will be built into the pilot zone of airport economy and opening to the outside in Northeast China. In Beihu Development Zone, the emphasis is put on the development of the high-end equipment, photoelectric intelligent, biological medicine, fine food, new materials and energy industries to promote the construction of the international inland port of Northeast Asia, build the international inland port oriented to Northeast Asia and build itself into the strategic emerging industry pilot zone. In Changde Development Zone, the emphasis is put on the development of the health industry, fine food industry, strategic emerging industry and engineering mechanical industry, etc. to build the new urban area suitable to live in and open businesses; in the New and High-tech Zone, the emphasis is put on the development of the new and high-tech industry and high-end service industry to build the functional assembly zone of the new and high-tech industry and high-end service industry. The industrial pattern and development of Changchun New Area will provide the good industrial support for the project.

(4) Personnel and innovative resource advantages

In Changchun New Area are assembled a lot of colleges, universities and scientific research institutions such as Jilin University, Northeast Normal University, Changchun Institute of Optics, Fine Mechanics and Physics of Chinese Academy of Sciences and Changchun Institute of Applied Chemistry of Chinese Academy of Sciences, etc.; in the district, there are 3 national-level engineering labs, 2 national engineering technological research centers, 11 national-level key labs and 50 key labs above the provincial and ministerial levels. The district has 34 national-level innovative parks and bases such as National Patent Navigation Industry Development Experimental Park and National Innovative Personnel Cultivation Demonstration Base; in the district is assembled Changchun Northeast Scientific and Technological Innovation Center built by “1 academy, 4 institutes and 4 universities” including Changchun Branch of Chinese Academy of Sciences and Jilin University, etc., the special technological platforms of photo-electrics, new materials, new energy, biological medicine and ecological agriculture, etc. and public service platforms of governmental affairs, information, finance and personnel, etc. are built.

1.2 Project Construction Contents and Scale

1.2.1 Product Scale

Annual output of 30000 tons of high-strength basalt fiber, including 8250 tons of 6-13μ continuous basalt fiber, 19800 tons of 22μ basalt single fiber, 1950 tons of 1-2.5μ ultrafine basalt fiber, 0.5 million sets of automobile exhaust mufflers, 1800  anti-corrosive and dangerous products storage tanks and reactors and 3.15 million m2 continuous basalt fabrics.

1.2.2 Construction Contents of the Project

The project covers an area of 100,000 m2, the new acquisitioned land is 90,000m2 and the building area is 70,000m2. 4 new plant buildings, 1 product and material warehouse, 1 comprehensive building (offices, development center and dormitories), 1 transformer room and 1 natural gas distribution station will be built.

1.3 Total Investment and Capital Raising of the Project

The total investment of the project is 590 million yuan, including the construction period of 210 million yuan.

1.4 Financial Analysis and Social Evaluation

1.4.1 Main Financial Indexes

After the project reaches the output, the annual sales income will be 1.512 billion yuan, the profit will be 380 million yuan, the investment recovery period will be 3.1 years (after the tax, including the construction period of 1 year) and the investment profit rate will be 47.6%.

2.2 Overview

Changchun New Area is 17th state-level new area which was established under the approval of the State Council on February 3, 2016.
