 1. Introduction to the Project

1.1 Project Background

1.1.1 Product Introduction

With the social progress and development, people have attached more and more importance to the awareness of firefighting. The EPS firefighting emergency light power source (hereinafter referred to as EPS) has been understood and generally taken by people for its specific advantages. Through the investigation of the present situation of development and forms of the large public occasions and in combination with the current market demand, the development of the EPS firefighting emergency light centralized control equipment has been started, which has filled in the blank of Jilin Province and it has become the independent product in the firefighting product deep-processing market.

The project has the annual output of 1800 EPS emergency firefighting lights and 240 high-accuracy intelligent chip mounters.

1.1.2 Market Analysis

(1) A great number of manufacturers

At present, there are more than 200 domestic enterprises producing the firefighting emergency light products and the products of a dozen of foreign enterprises have entered the domestic market. The products of more than 150 enterprises have been tested and the product quality has been preliminarily assured. With the development for a couple of years, about 30% of more than 200 domestic enterprises have had a certain market scale, strong market development capacity and production test capacity and they attach great importance to the technologies and quality of the products. Some enterprises have actively built the quality system according to GB/T 19001-1994 (GB/T 19002-1994), standardized the quality management of the enterprises and shown the good development trend. Nearly 30% of the enterprises are still in the condition of production in a small workshop and they have no test capacity at all and their awareness of quality is weak. More than 60% of the enterprises are in the condition of keeping its minimum output or stopping production. Some enterprises carry out production in a small workshop and even they have not got the production license but the output is high. In addition, about 40% of the enterprises are basically in the period of development, the product quality can be basically assured, the awareness of quality of the enterprises is continuously improved and the production has gradually become standard.

(2) Gradual improvement

At the beginning of 1990s, because there was no uniform standard for firefighting emergency light products, the specifications of the products of all the enterprises were different and the product quality was different. In 1991, Beijing first established the local standard and started to implement the quality inspection of the firefighting emergency lights in Beijing and preliminarily standardized the firefighting emergency light market of Beijing. Later, all other regions promulgated their own local standards. The Ministry of Public Security promulgated and implemented the General Technical Conditions for Firefighting Emergency Lights, the Public Safety Industrial Standard of the People’s Republic of China GA 54-1993 in 1993, which provided the technical basis for the enterprises of firefighting emergency light products, the quality inspection institutions of all the products and all the firefighting monitoring organizations, preliminarily standardized the production and application of firefighting emergency light products and improved the product quality and operating performances.

At present, there are more than 200 domestic enterprises producing and selling firefighting emergency lights. The National Quality Inspection Center of Firefighting Electronic Products has accepted the quality test of about 400 types of firefighting emergency lights according to the Public Security Industrial Standard GA 54-1993 since 1993. The enterprises implement the GA 54-1993 in the production and the product quality has been continuously improved.

In 1997, the Ministry of Public Security carried out the uniform industrial test of the firefighting emergency light products and the uniform test qualification rate was 58%. In 1999, the State Administration of Quality and Technology Supervision carried out the national spot-test of the firefighting emergency light products (all the tested products) and the qualification rate was 86.7%. Viewed from the spot-test results twice, the enterprises whose products were tested had the product quality continuously improved. The compulsory test results twice also reflected that the GA 54-1993 standard played the role of really promoting the technological progress and quality control of the products.

The State Administration of Quality and Technology Supervision promulgated the National Standard for Firefighting Emergency Lights of the People’s Republic of China GB 17945-2000 in January 3, 2000. The standard is the compulsory national standard. It is implemented as of October 1, 2000 and replaces the industrial standard GA 54-1993 General Technical Conditions for Firefighting Emergency Lights. The national standard is established on the basis that the industrial standard GA54-1993 has been implemented for some years and in combination with the advanced foreign standards. Its basic technical indexes are consistent with those of the foreign advanced standard and the standard meets the national situation of China. The implementation of the standard will promote the standard and scientific production of a series of domestic products, make the technologies of the products more advanced and performances more reliable, promote the application of the new technology and improve the technical level of the products.

As the safety products, most of the enterprises of firefighting emergency light products of China have carried out the type test of the products, acquired the product qualification test reports of the National Quality Supervision and Test Center of Firefighting Electronic Products and produce the products according to the standard before the products are put into the market. The product quality has been basically assured. As long as the users purchase the products from the normal channels and correctly install the products, they are free to use the products. However, it must be acknowledged that the products of a few domestic and foreign enterprises in some local areas have never been tested and the product quality cannot be judged due to the driving of interests and negligence of management. A few enterprises which carry out no type test have produced a great number of firefighting emergency lights with the low prices. The lights have never been tested and some indexes of the lights such as battery, emergency time, final voltage and case combustion, etc. obviously do not meet the minimum requirements of the standard, so there are a lot of hidden troubles. To one’s surprise, such products are publicly sold in some domestic light and ornaments market and it is said that they sell well because of the low prices. All these problems have greatly affected the firefighting emergency light industry. It is urgent for the users to choose and use the qualified products and the users should be especially careful to use the products and prevent any cheat. In addition, some relevant functional departments should pay attention to the problems. Here, it must be mentioned that there are a lot of reasons why the good and qualified manufacturers cannot win the illegal and unqualified manufacturers in the market, but as far as the cost is concerned, the legal cost is high and the illegal cost is low. In the current and future period, all efforts should be made to perfect the establishment of the standard and prevent the law breakers from making the opportunity and increase the law breaker’s production cost.

(3) Being more complete

The State Administration of Quality and Technology Supervision promulgated the National Standard for Firefighting Emergency Lights of the People’s Republic of China GB 17945-2000 in January 3, 2000. The standard is the compulsory national standard. It is implemented as of October 1, 2000 and replaces the industrial standard GA 54-1993 General Technical Conditions for Firefighting Emergency Lights. The national standard is established on the basis that the industrial standard GA54-1993 has been implemented for some years according to the present situation of development of the domestic products and in combination with the advanced foreign standards and the standard has given the systematic provisions on all the firefighting emergency lights. Its basic technical indexes are consistent with those of the foreign advanced standard and the standard meets the national situation of China. The standard has presented 25 complete performance requirements, including emergency switching time, emergency working time, brightness of marker lamp, luminous flux of headlamp, working state indication, abnormity of light source affecting no charging or temperature rise, no access of starter to the emergency return way, charging and discharge currents and protection of battery, working capacity for consecutive 50 switching times, quality test of battery in 10 times of full charging and discharge, main voltage of 132-187V in the switching, adaptability of the main voltage, insulation, voltage stand, climatic environment adaptability and mechanical environment adaptability and other general requirements; they also include the special requirements of some special lights such as composite power source lights, acoustic lights and flashing lights, etc. and control and display functions of all the lights by the centralized controllers, self-test function of the lights, operating level, automatic and manual control modes, compulsory starting, branch protection, reserved power, failure conditions and other performance requirements and indication, automatic and manual switching modes of the centralized power source, branch protection, compulsory starting, adaptability to the different loads, protection of battery in sections and various failure performance requirements. The standard is innovative and complete in some aspects such as scientific classification, state indication and centralized control, etc.

1.1.4 Advantageous Conditions of Project Construction

(1) Policy advantages

The firefighting products relate to the national property and personal safety; therefore, the firefighting policies, laws and regulations are expected to be more and more complete and the supervision and cracking down upon the false, counterfeit and poor products will be further strengthened. On the other hand, in order to promote the development of the firefighting industry, the government will also make great efforts to support and protect the firefighting cause and take all the preferential policies to support and promote the development of the firefighting cause. Since Changchun New Area where the project is located was founded, a series of policies such as Policies on Promoting the Development of the Strategic Emerging Industries, Policies on Promoting the Innovative Development of Science and Technology, Policies on Accelerating the Assembly of the High-level Personnel and Policies on Supporting the Innovative Development of Changchun New Area, etc. The settlement of the project has the long-term good policy environment.

(2) Obvious location advantages

The construction site of the project, located in Changchun Beihu Development Zone, under Changchun New Area, has the obvious location and transport advantages. Changchun New Area is located in the core hinterland of Changchun-Jilin-Tumen Development and Opening Pilot Zone and geographical center of Northeast China and the important node of Harbin-Dalian Economic Belt and China-Mongolia-Russia Economic Corridor. In the district, Longjia International Airport is the national trunkline airport, some expressways such as Jingha Expressway and Hunwu Expressway, etc. meet here, some trunkline railways such as Jingha Railway and Hada Railway penetrate the whole district, Changchun-Manchuria-Europe International Freight Train has been opened and the sea, land and air 3D transport network has been preliminarily established, so it is convenient to have communication of personnel and goods with other regions of Northeast China, Beijing, Tianjin and Hebei and the surrounding countries of Northeast Asia. The new district, depending on the construction of Longjia International Airport and comprehensive railway freight yard, is building the international airport and international inland port, the “three major channels” to the west, north and south and incorporate to the major pattern of economic development in the world.

(3) Industrial development advantages

Changchun New Area, focusing on the building of the innovative industrial system with the advanced manufacturing industry, modern agriculture and modern service industry as the important points, insists in the coordinated and interlinking development of the four major development zones and preliminarily establishes the industrial development pattern with the prominent important points and distinctive characteristics: in the airport development zone, the emphasis is put on the development of the logistic industry, finance, leisure tourism and health endowment and other modern service industry as well as airport advanced manufacturing industry and it will be built into the pilot zone of airport economy and opening to the outside in Northeast China. In Beihu Development Zone, the emphasis is put on the development of the high-end equipment, photoelectric intelligent, biological medicine, fine food, new materials and energy industries to promote the construction of the international inland port of Northeast Asia, build the international inland port oriented to Northeast Asia and build itself into the strategic emerging industry pilot zone. In Changde Development Zone, the emphasis is put on the development of the health industry, fine food industry, strategic emerging industry and engineering mechanical industry, etc. to build the new urban area suitable to live in and open businesses; in the New and High-tech Zone, the emphasis is put on the development of the new and high-tech industry and high-end service industry to build the functional assembly zone of the new and high-tech industry and high-end service industry. The industrial pattern and development of Changchun New Area will provide the good industrial support for the project.

(4) Personnel and innovative resource advantages

In Changchun New Area are assembled a lot of colleges, universities and scientific research institutions such as Jilin University, Northeast Normal University, Changchun Institute of Optics, Fine Mechanics and Physics of Chinese Academy of Sciences and Changchun Institute of Applied Chemistry of Chinese Academy of Sciences, etc.; in the district, there are 3 national-level engineering labs, 2 national engineering technological research centers, 11 national-level key labs and 50 key labs above the provincial and ministerial levels. The district has 34 national-level innovative parks and bases such as National Patent Navigation Industry Development Experimental Park and National Innovative Personnel Cultivation Demonstration Base; in the district is assembled Changchun Northeast Scientific and Technological Innovation Center built by “1 academy, 4 institutes and 4 universities” including Changchun Branch of Chinese Academy of Sciences and Jilin University, etc., the special technological platforms of photo-electrics, new materials, new energy, biological medicine and ecological agriculture, etc. and public service platforms of governmental affairs, information, finance and personnel, etc. are built.

1.2 Project Construction Contents and Scale

Produce the EPS firefighting emergency lights, with the annual output of 1800 sets. Produce 240 high-accuracy intelligent chip mounters.

1.3 Total Investment of the Project

The total investment of the project is estimated to be 160 million yuan, including the construction investment of 112 million yuan and current fund of 48 million yuan.

Changchun New Area is 17th state-level new area which was established under the approval of the State Council on February 3, 2016.
