1. Introduction to the Project
1.1 Project Background
1.1.1 P roduct Introduction
The product of nanofiber isolating fiber membrane of this project is mainly used as the key component of lithium battery. As an important component impacting the property of battery, the role of lithium ion battery membrane can not be ignored. At present, the product as the power lithium ion battery membrane is mainly from Celgard Company of the United States and Ube Company of Japan which produce PP/PE/PP three-layer composite membrane by the dry method. The dry method is melting, extruding and blow-molding polyolefin resin to be crystalline polymer membrane and then put the crystalline polymer membrane through crystallization heat treatment and annealing to get highly oriented multilayer structure. The highly oriented multilayer structure will be formed as porous structure to increase the membrane pores after being stretched at a high temperature and to peel from the crystallization interface. The porous structure is relevant to the crystallinity and orientation. This method is difficult in controlling the pore size and the pore porosity and it has other disadvantages. When heated, the contraction proportion of membrane will be large, so it is not ideal when being used as battery power membrane in the closed-circuit protection.
1.1.2 Market Prospect
Lithium ion battery (also called as secondary lithium battery) is a high-energy energy storage device with stable discharge voltage, wide operating temperature range, low self-discharge, circulating charge and discharge, long storage life, no memory effect, no pollution and other advantages. As a key component, lithium battery membrane has huge market space. The cell membrane is developing mainly along with the constantly change of the requirement for lithium ion battery. Lithium ion battery is developing in two completely different directions, large and small, in volume. In order to meet the requirements for beauty and portability for mobile phones, digital cameras and other electronic products, the cell of battery is designed to be very small by battery factories. In order to pursue high energy density and accommodate more electrode materials in a small volume, battery manufacturers think that the thinner the membrane, the better. It is a challenge for membrane to become smaller, because it needs to make it thinner, while the original battery capacity, cycle performance, safety features and other performances should be kept and get more power and simpler design. By contrast, in order to obtain high capacity and high power for the battery used in electric bicycle, electric vehicles and electric tools, it usually needs dozens or even hundreds of batteries to connect in series for a battery. Because lithium is a potential explosion hazard, the safety for membrane is very important. As the volume increases, it demands higher efficiency, ability to reduce greenhouse gas emissions and stronger power in technique. Even the organic base membrane is melted, the inorganic coating is still able to maintain the integrity of the membrane to prevent large positive / negative short-circuit phenomenon during charge and discharge process of battery. Such an organic / inorganic composite membrane provides a viable solution for the safety of high-power battery, which will be an important direction of the future development of the national lithium-ion battery membrane.
Without own high-quality membrane products, our country needs to take billions of Yuan to import them each year. The high price of the membrane (20 to 60 Yuan / m2) is a major challenge to reduce lithium ion battery cost, so it is foreseeable that the high-performance and low-cost lithium-ion battery membrane will have great market demand in the next two decades.
1.1.3 Technical Analysis
At present, the product as the power lithium ion battery membrane is mainly from Celgard Company of the United States and Ube Company of Japan which produce PP/PE/PP three-layer composite membrane by the dry method. The project intends to use the CAS technology and this project technology fills the national gap.
1.1.4 A dvantages of project construction
(1) Excellent location, transportation and distribution advantages. Meihekou City is a key junction between Songliao Plain and Bohai economic circle for Changbai Mountain area, so it is known as "Changbai portal". There are more than 10 big and medium-sized cities around Liaoning and Jilin provinces within the radius of 200 kilometers, nearly 3 million people within 50 kilometers and 5 million people within 100 kilometers. Meihekou City is an important hub for railway and highway transportation in Northeast China and one of the seven traffic node cities with Shen-Ji railway and Si- Mei railway intersecting at there and State Line Road 202 and State Line Road 303 running though the whole territory. Now Meihekou City has been developed as the largest nuts market in Asia, a well-known rice market in domestic and the second building material market in Jilin Province and there are more than 50 professional wholesale and retail markets in there like agricultural machinery, farmers, pot foods and hardware markets with surrounding influence. The radiation radius of Meikou City is up to seven neighboring prefecture-level cities and more than 10 counties (cities) and the radiation area covers more than 40,000 square kilometers with nearly more than 8 million people in the region and total annual retail sales of 6.6 billion Yuan.
(2) Obvious industrial advantages. With a sound industrial base with a complete range of industries, there are three pillar industries, energy, medicine and food industries and two superior industries, mechanical metallurgy, and chemical construction materials industries initially formed in Meihekou City. There are 140 industrial enterprises above the standard size in the City. The chemical industry has great potential with an annual output of 200,000 tons of compound fertilizer project of Fukang and 100,000 tons of organic fertilizer projects of Fuxia, which have been listed in one hundred tons of grain increase project in Jilin Province.
(3) Advantages in rich resource. Meihekou City is known as “a city with hundreds of lakes, a county with thousands of reservoirs, a home with thousands of herons and a land with abundant fish and rice”. Meihekou City is rich in mineral resources with 20 kinds them, mainly including coal, oil shale, diatomite, mineral spring water, gold, iron, graphite and quartz, etc.
(4)Advantages of preferential policies. In order to enhance the investment attractiveness and by referring to the investment policy of 18 counties (cities) in the province, the original policy has been adjusted and improved and Meihekou Investment Incentives has been issued with 23 specific provisions on taxation, land, fees, rewards and environment. Meanwhile, Meihekou City promised to investors “ six most”, namely; all the investors in Meihekou can enjoy the most preferential policies, the most relaxed environment, the highest quality service and receive the most popular, respected and protected treatment. Compared with few counties (cities), as one of the 11 A-level development zones in the province, the most unique advantage of Meihekou City is the provincial economic development zone which enjoys preferential policies, so it can provide enterprises with project site, preferential policies and quality services.
1.2 Content and Scale of Project Construction
1.2.1 P roduct Scheme
To produce 60 million square meters of lithium battery nanofiber isolating membrane each year.
1.2.2 Construction Content
The project covers 30,000 square meters, including construction area of 15,000 square meters used for building new plant, production workshop and ancillary facilities and for purchased equipment.
1.3 Total Investment of the Project and Capital Raising

The total investment of the project is 200 million Yuan, including construction investment of 140 million Yuan and liquidity of 60 million Yuan with construction period interest of zero Yuan (without consider debt capital).

The expected output value is 300 million Yuan, the total profit of 90 million Yuan and total finance internal return rate of 35% with a payback period of 2.5 years.

2.1 Basic Conditions

2.2 Overview
Established in 2002 approved by the provincial government, Meihekou Economic Development Zone is a provincial economic development zone with deputy county level. The main function of it is to attract investment, develop project, invest fixed capital and construct infrastructure. Meihekou Economic Development Zone has been named as “Potential investment city in Shenzhen-Hong Kong enterprises” “the Industrial Park with best investment environment” and “the Most Promising Industrial Park in China” successively. In December 2008, the development zone and Chinese Academy of Sciences jointly established the nation's first county-level and high-tech industrial transformation workstation.
The planned area of the development zone is 8.54 square kilometers and there are 236 companies settled in it, including 14 foreign-invested enterprises. There are five industrial zones, including zones about biomedical, nuts food, light industry machinery metallurgy, trade and logistics and there are the largest distribution center for producing and processing tree nuts in the world, the largest producer for transforming corn to superior level of edible alcohol in the Asia, the largest producer for producing livers of ducks and geese in the country, the largest producer for producing oil pump pipe in the country, a important producer for producing titanium sponge, distribution center for producing and processing green and high quality rice in the southeast of Jilin Province, the largest gathering center for producing energy in the southeast of Jilin Province and a pharmaceutical and biopharmaceutical production base in the southeast of Jilin Province. The market of Xinlida vehicle for agricultural ranks second in the northeast and the Wholesale City for Building Materials ranks the second in Jilin Province and the Jinduo farmer's wholesale market is one of the top one hundred of national comprehensive wholesale mark.
During the twelfth five-year, the development zone planed a new in dustrial city with 20 square kilometers and it has reached the intention to develop high-tech industrial park with Chinese Academy of Sciences. Chinese Academy of Sciences takes out one hundred scientific and technological achievements to do industrial transformation in Meihekou. After three to five years of development and construction, the overall level of development zones can achieve the goal of quadrupling.
