1.1 Project Background
1.1.1 P roduct Introduction
LFP is anode material of lithium ion battery, which is the future development direction of anode material of lithium ion battery. LFP electrode material is mainly used in various lithium ion battery. Compared with the traditional anode material of lithium ion rechargeable battery, it has wider the raw material sources, lower price and zero environmental pollution. At present, lithium ion battery is mainly the battery with small capacity and low power, and the lithium ion battery with medium and large capacity and medium and high power is still under the test of large-scale production, enabling lithium ion battery to be gradually widely used in medium and large capacity UPS, medium and large-scale energy storage battery, electric tools and electric automobiles.
1.1.2 Market Prospect
This project belongs to the functional energy development in high and new technology project, National "863" Program, "973" Program and the field under key planning and support of high-tech industrial development in the period of "the Eleventh Five-Year Plan".
The performance of lithium ion battery mainly depends on anode and cathode materials. As anode material of lithium ion battery, LFP just emerged several years ago, China developed high-capacity LFP battery in July 2005. Its safety performance and cycle life cannot be compared with other materials, which are exactly the most important technical indicators of power battery. 1C charging and releasing cycle life can reach 2,000 times. Single piece of battery will not burn when overcharging 30V, nor explode when stabbing. High-capacity lithium ion battery made from LFP anode material is easier to be used in series to meet the demand for frequent charging of electric motor. It has advantages of no position, no pollution, good safety performance, wide raw material sources, cheap price and long service life, which is the ideal anode material of new generation lithium ion battery. Therefore, it has broad market prospect.
1.1.3 Technical Analysis
Use the processes easy for industrialized and simple production, and domestic raw materials and equipment, greatly reducing the industrialization cost.
Adopt the unique technology: special mechanical chemical activation method, one-step synthesis, and multi-element mixing and site compounding, shortening the reaction time, reducing reaction temperature, and increasing the stability of product performance.
1.1.4 A dvantageous Conditions of Project Construction
(1) Favorable advantages in policy. In order to strengthen the attraction for investment, policies for inviting outside investment of 18 counties (cities) were used for reference to adjust and perfect the existing policy. Meihekou Preferential Policies for Investment was issued and there were 23 specific provisions in terms of revenue, land, charging, award and environment. Meanwhile, “six mosts” were promised: investors to Meihekou will enjoy the most favorable policies, the most flexible environment , the best service, and the highest level of popularity, respect and protection. Compared with some counties (cities), Meihekou City can use the platform as a provincial economic development zone to enjoy favorable policies of province-level and it is one of the eleven A-level development zones of the province which is the most unique advantages in policy of the city. It can provide corporations with project sites, preferential policies and first-rate service.
(2) The superiority of geographical location, transportation, and circulation makes Meihekou City a key thoroughfare in Changbai Mountain area to go through Songliao Plain and enter the economic circle around Bohai Sea, and it is reputed as “the door of Changbai Mountain”. There are over 10 big and medium-sized cities within a radius of 200 kilometers from Meihekou City, and nearly 3 million people are living within 50 kilometers, 5 million people 100 kilometers. Meihekou City is an important transportation hub for railways and highways in Northeast China, and is one of the seven traffic node cities in Jilin Province, where the Shenyang-Jilin and the Simei railways intersect. National Highway 202 and 303 run through the whole city. Now Meihekou City has the largest nuts market in Asia, well-known rice market in China, and the second largest building materials market, and there are more than 50 influential wholesale markets of agricultural machinery, agricultural trade products, pot foods, hardware, etc. as well as retail markets around the city. These markets are located in 7 prefecture-level cities and over 10 counties (cities) around Meihekou City, which covered over 40,000 square kilometers with more than 8 million people there, and their annual volume of retail sales reaches 6.6 billion yuan.
(3) The obvious industry advantages. Meihekou City has good industry foundation, and covers extensive fields. Three pillar industries in energy, medicine and food, as well as superior industries in machinery, metallurgy and chemical building are formed basically currently. There are altogether 140 industrial enterprises with large scale. The Fukang compound fertilizer program with 20,000-ton annual output, and the Fuxia organic compound fertilizer program with 10,000-ton annual output are listed in the ten-billion grain products increase project in Jilin Province.
(4) The abundant resource advantages. Meihekou is reputed to be “the city with a hundred lakes, the county with a thousand pools, the home for ten thousand egrets, and the land of fish and rice.” Meihekou City has resourceful mineral products, mainly includes 20 kinds represented by coal, oil shale, diatomite, mineral water, gold, iron, graphite, quartz, etc.
(5) Technical advantage
The unique process of nano structural carbon generated on site is used to produce LFP/nano structural carbon compound material, greatly increasing high-rate charging and releasing capacity of LFP, thoroughly solving the problem of LFP large current charging and releasing electrode polarization capacity decline, ensuring packed density, and enabling product performance to reach the advanced level of the international products of the same category. The production is safe and environment friendly, belonging to clean production process.

This project has annual production capacity of 2,000t LFP anode materials.
1.2.2 Construction Content
Newly construct plant and accessory facilities 20,000m2, and purchase reaction still, heat treatment production line, analysis and detection equipment, and cover an area of 8,000m2, including building area of 5,000m2.

1.4.2 Social Evaluation
The production process in this flow does not have waste water discharge. Small quantity of waste residue discharged from hot gas filter is byproduct, causing little impact on environment due to small quantity and no toxicity; the staff for this project should be recruited from the society, increasing job opportunities for the job-waiting people in Shehong County.

2.2 Overview
Meihekou Economic Development Zone was established in 2002 with the approval of the Provincial Government, which is provincial-level economic development zone, and enjoys organizational system of vice county level. Main functions include investment attraction, project construction, fixed assets investment and infrastructure construction.
The Development Zone has planned area 8.54km2, 236 enterprises including 14 foreign-funded enterprises, 5 industrial zones concerning biological medicine, nut food, light industrial machinery, metallurgy and chemical industry, and commerce, trade and logistics, the largest tree nut production and processing collection and distribution base in the world, the largest corn-transformed superior edible alcohol production base in Asia, the largest goose and duck liver production base in China, the largest oilfield oil well pump pipe production base in China, northeast important titanium spongy production base, green high-quality rice production and processing collection and distribution base in the southeast of Jilin Province, the largest energy production collection and distribution base in the southeast of Jilin Province, and traditional Chinese medicine and biological pharmacy production base in the southeast of Jilin Province. In the park, Xinlida Automobiles and Agricultural Vehicles Transaction Market ranks the second in the northeast, Changbai Mountain Building Material City ranks the second in Jilin Province, and Jinduo Agricultural Trading Wholesale Market is in top 100 of comprehensive agricultural products wholesale market in China.
During the Twelfth Five-Year Plan, the Development Zone has newly planned 20km2 industrial city, and reached an agreement for cooperative development of High and New Technology Industrial Park with and Chinese Academy of Sciences. Chinese Academy of Sciences offer 100 scientific and technological achievements every year to implement industrial transformation in Meihekou. Through 3-5 years of development and construction, the overall level of the Development Zone can be quadrupled.
