Eevelopment Zones

Since May 12, 1988, when the 1st development zone was founded. Jilin Province follows the transformation concepts of the Jilin Province Committee of the CPC and the Jilin Province government on high starting point planning, high standard construction, high-intensity input, high quality service and high efficiency output, optimize space  layout, cultivate  leading  industries, create  featured clusters, enhance innovation capabilities, economize intensive resources, comprehensively deepen reforms, expand opening up, and activate institutional mechanisms which has vigorously promoted prosperous development of the development zones. In 2014, the province formulated and promulgated the “Opinions of the Jilin Province Committee of the CPC and the Jilin Province People’s Government on Accelerated Promotion of the Development Zones in Jilin Province to Transformation and Upgrading and Innovative Development” (JF [2014] No. 14), which plays guiding and demonstration roles and important enhancing functions of the development zones in the province to accelerate the transformation, upgrading and innovative development of the development zones in Jilin Province.

  Currently, there are 113 various development zones at all levels in Jilin Province (12 national-level ones, 2 national-level special-function zones, 63 provincial-level ones, and 36 industrial clusters), including 25 ones in Changchun (4 national-level ones, 1 national-level special-function zone, 15 provincial-level ones, and 5 industrial clusters), 17 in Jilin City (2 national-level ones, 14 provincial-level ones and 1 industrial cluster, 9 in Siping City (1 national-level one, 3 provincial-level ones, and 5 industrial clusters), 5 in Liaoyuan City (1 provincial-level one and 4 industrial clusters), 7 in Tonghua City (1 national-level one, 4 provincial-level ones and 4 industrial clusters), 10 in Baishan City (6 provincial-level ones and 4 industrial clusters), 12 in Songyuan City (1 national-level one, 5 provincial-level ones and 6 industrial clusters), 8 in Baicheng City (6 provincial-level ones and 2 industrial clusters), 12 in Yanbian (3 national-level ones, 1 national-level special-function zone, 4 provincial-level ones and 4 industrial clusters), 2 in the Changbai Mountain Administrative Committee (2 provincial-level ones), 4 in Gongzhuling City (2 provincial-level ones and 2 industrial clusters), and 2 in Meihekou City (1 provincial-level one and 1 industrial cluster).

 In 2014, the province's gross regional product of the development zones was 911.189 billion yuan, accounting for 66.01% of the province’s GDP, marking a year-on-year increase of 7.76%; the industrial added value of scale enterprises was 531.362 billion yuan, marking in an increase of 6.89%; the local fiscal  revenues were 62.174 billion yuan, up by 19.6%;  the  investments  in fixed assets were 697.913 billion yuan, increasing by 17.43% year-on-year.


Changchun Hi-tech Industrial Development Zone is the first national-level development zone in Jilin Province. It has become the “national Torch Project software industrial base”, “national Torch project optoelectronic and information industrialization base”, “national hi-tech products export base”, and “national demonstration zone of intellectual property right system”. It has cultivated  “five big  industrial bases”  in self-owned brands and new energy autos, bio-vaccine, semiconductor lighting and optoelectronic display, animation, software and outsourcing.

  Located at the junction of the three countries of China, DPRK and Russia, 

Hunchun Frontier Economic Cooperation Zone is the only special national-level zone integrating “three zones” of economic cooperation, exports processing and border trade. It has unique development models with advantageous development conditions. It has formed the bases of wood product processing, textile and garments, energy and mineral mining and processing, hi-tech electronics, medicine, food and tonics, new materials and new building materials, etc. in six leading industries, and it is vigorously planning for transformation and upgrade. It focuses on processing trade and export-oriented economies and high-end advanced equipment manufacture. It will go all out to turn it into an important economic growth pole in the Chang-Ji-Tu region.

Located in south Jilin Province, Jilin Hi-tech Industrial Development Zone was founded in November 1992 upon approval by the State Council. Now it has engaged in such leading industries as automobile and auto parts, mechatronics, electronic information, bio-medicine, fine chemical engineering, new materials, etc. Relying on the national power and electronics industry base, the State Torch Pioneer Park, the National Jilin Software Park and the Jilin City Automotive Industry Park, it has constantly optimized the environment and improved market elements, and it has attracted many well-known enterprises at home and abroad to settle down

Changchun Economic and Technological Development Zone (Changchun Xinglong Comprehensive Bonded Zone) has become a new economic growth point and modernized new urban area. Based on the strategy of “city in the south and zone  in  the north”,  it has constructed nine  industrial parks with  features: auto part manufacturing, quick consumer goods, bio-medicine, optoelectronic industry and bio-industry, special vehicles, equipment manufacturing, emerging industries, integrated bonded zone and international cooperation zone. It is mainly engaged in development of special vehicles and auto parts, grain processing, modern service, equipment manufacturing, quick consumer goods, optoelectronic and information, bio-medicine and emerging industries.

Jilin Hunchun Export Processing Zone. It was established on April 27, 2000 upon the approval by the State Council. It is one of the 15 export processing zones in the first group set up upon the approval by the State Council and one in the 14 frontier cities of China. The export processing zones set up by the State Council adopt the management models of “inside the territory but outside the customs”, which aims at strengthening and improving processing trade management, standardizing the  customs supervision over the export processing zones, promoting healthy development of the export processing zones, and encouraging exports. The export processing zones are special enclosed areas demarcated upon the approval by the State and supervised by the customs authority. Incoming and outgoing goods through the processing areas are deemed as imports and exports, and the customs supervises the goods as imported and exported goods. The management committee of the Hunchun Export Processing Zone follows the national laws and regulations in the management of the export processing zone in terms of planning, construction, development, etc. from the administrative and economic perspectives. Under the committee is the Management Bureau of the Export Processing Zone.

Jilin Economic and Technical Development Zone was founded in 1998. In the spirit of “clustering sand in hand”, it has promoted the construction of the development zone with breakthroughs one after another. It has formed three leading industries of fine chemical, special fiber and fiber textile, and brand-name foods. In April 2010, the economic development zone was upgraded to be a national level development zone, and after that, it started to move in the direction of a 100-billion-level development zone.

Siping Hongzui Economic and Technical Development Zone became a national-level development zone in November 2010. It is making vigorous efforts to  turn  it  into a  “park zone with five distinct  features”. The national heat exchanger testing center will provide Siping with unique enabling conditions for the “China’s Heat Exchanger City” that integrate research, texting and sales. The modern service and animation industrial park will attract powerful animation enterprises to sign agreements to settle down in it. The new building materials and metallurgical industrial park will create the largest PVC production base in three years. The chemical industrial and bio-pharmaceutical industrial park will take advantage of the sufficient resources provided by the “parental station of natural gas” to accelerate business attraction, promotion and development. The agricultural product and food processing industrial park will create bigger space for agricultural product processing on the basis of the “Hongbaolai” beverages and other brand-name products.

Yanji Hi-tech Industrial Development Zone will give play to the advantages of the “Chang-Ji-Tu” opening-up frontier to quickly bring industries together. About 200 enterprises from Korea, Japan, Singapore, the U.S.A., China Hong Kong, etc. have settled down here, forming the industrial patterns composed of medical instruments, pharmaceutical, food processing, cigarette, IT manufacture, and hi-tech industries as pillars and advantages. It was approved to be a national hi-tech development zone in November 2010. Now, Yanji Hi-tech will take over the labor-intensive industries from the Changjiang River Delta and the Pearl River Delta to vigorously develop modern equipment manufacturing industry, accelerate hi-tech industrial development majoring in electronic information, speed up the food industrial park featuring in Korean favors, and expand the pharmaceutical and medical instrument industry.

Changchun Automobile Economic and Technical Development Zone was upgraded to a national-level development zone upon the approval by the State Council on December 30, 2010. Now it has FAW, Volkswagen, Jiefang, Fengyue, and other main engine plants and more than 300 auto parts companies and auto repacking enterprises. They are capable of producing engines, gearboxes, shock absorbers, chassis, interior trim parts, etc., covering more than 5,000 varieties. They have formed a multiple-vehicle pattern of the three series of “medium duty, heavy duty and sedan” vehicles.

Changchun Jingyue Hi-tech Industrial Development Zone was upgraded to a national-level development zone upon the approval by the State Council on August 19, 2012. Its total population is nearly 400,000. Under its jurisdiction are the Changchun Puppet Palace Museum, the Changchun Automotive Cultural Park, the Jingyue Lake National Part, and the Xinli Lake National Water Conservancy Scenic Spot. They cover an area of 478.7 square kilometers, including a total forest and water surface area of 243 square kilometers. The Jingyue Hi-tech Zone will aim at the objective of building a scientific and technological innovation eco-city with scientific layout and point-area integration. It will build an industrial development pattern of “one core, three belts and nine parks”. The one core is to build a “Northeast Asia Headquarters Base”; the three belts are the eastern eco-tourism and leisure belt, the central city function service belt and the western industrial belt; the nine parks are the nine featured industrial parks around the three belts: the optoelectronic information industrial park, the animation and creative industrial park, the Qiming Software Park, the film and television industry park, the modern logistics park, the University of Science and Technology Park, the Exposition Park of modern Agricultural Science and Technology, the health services industrial park, and the European-style park.

Songyuan Economic and Technological Development Zone was established in 1993. For years, it has relied on its advantages of resources, location and policies and actively created a good atmosphere of “pro-business”. It has won unanimous praise by the investors inside the zone, and it has formed a virtuous cycle of “attracting business with business”. For more than 20 years, it has achieved a leap-forward development, and formed three leading industries of agricultural product processing, petrochemical, and food processing. In March 2013, it was upgraded to a national-level development zone upon the approval by the State Council. After the upgrade, the development zone will promote the opening up in a wider, vaster and higher scope, improve the quality and level of development, strengthen the leading industries, focus on creating the food processing industry base, constantly optimize the investment environment, and attract more investors from home and abroad with better service and more preferential policies.

Tonghua Pharmaceutical High-tech Industrial Development Zone was upgraded to a national-level development zone upon approval by the State Council on December 30, 2013. Currently, it has accommodated about 40 pharmaceutical enterprises like Wantong Pharmaceutical, Xiuzheng Pharmaceutical, etc. In the future, the Tonghua Pharmaceutical High-tech Industry Development Zone will mainly develop in the fields of modern bio-pharmaceutical and high-end services, mainly health services, complemented by supporting sectors such as pharmaceutical logistics, commerce and trade, medical education and training, medical electronic information, medical equipment, traditional Chinese medicine herbal planting and health food. It will become a development zone with “the best services, the most beautiful environment, the most preferential policies, the most lucrative investments, the most valuable time, and the most honest team”.

Helong Frontier Economic Cooperation Zone was approved as the state-level frontier economic cooperation zone by the State Council on March 3, 2015. The establishment of this cooperation zone will further expand the economic and trade cooperation for DPRK, promote the gathering of essential factors and speed up the development and growth of local regional characteristic industry. This zone will become the special economic zone integrating the functions including processing, border trade, tourism and logistics, etc after its construction is completed.

Strategic Position

In the whole country, eight provinces/regions belong to border areas, Jilin province is one of them. In international regional cooperation, the representative Lancang-Mekong River sub-regional cooperation, China-Kazakhstan Khorgos regional economic cooperation and Tumen River regional cooperation respectively face the three international regions of Southeast Asia, Middle Asia and Northeast Asia. “Chang-Ji-Tu” is located in the geometrical center of Northeast Asia, more than 10 Russian far-east and Korean ports are distributed within 100km radius of this center, it neighbors the east of Mongolia on the west, and the hinterland of Russian Siberian far-east on the east, the rich natural resources of Russia, the fund and technology of Japan and Korea, and the huge market and human resources of China gather here, the cooperation & development space and market potential is the focus of world attention.

Strategic Objectives

The Jilin Province Committee of the CPC and the Jilin Province People’s Government has set the overall development goals for the Chang-Ji-Tu development and opening up pilot zone, “a good start in the 1st year, a marked development in four years, and a leap-forward. By 2020, the Chang-Ji-Tu region will markedly update its opening up level; its featured industrial systems will have markedly international competitiveness; its sci-tech innovation capacity reach advanced standards; the regional cooperative relations will be well coordinated; the comprehensive transport channels to the outside will be convenient and smooth; the urban functions will be complete; the resources and environment carrying capacity will be able to basically meet the demands for production development and well-off life. It will become an important growth pole for economic development in northeast China. We will overall attain the various indicators in the “Planning Outline”. The regional GDP will reach 1460 billion Yuan, the added value of the service industry up to 50%, the urbanization rate around 70%, and the forest coverage rate to 68%.

Strategic Measures

Integrating advantages and rationalizing deployments. We will actively integrate the location advantages, resources advantages and industrial advantages of the pilot zone. Internationally, we will make effective use of the location, resources, industrial and technological advantages of our surrounding countries to realize timely, momentum and strengthened development. Domestically, we with intensify cooperation between the three provinces of northeast China and developed provinces, follow market-oriented economic regularities, make scientific spatial and industrial  planning, position functions according to the roles of windows, frontiers and hinterlands, accelerate industrial centralization, create advantageous industries, optimize and upgrade industrial structures.

Making full use of the policies and giving prominence to innovation. The three cities (prefectures) of the Chang-Ji-Tu region must conscientiously sort out the policies made available by the state in the “Planning Outline”, understand the connotations, and fully tap the potential policy effect. We must actively create a liberalized atmosphere for pilot activities, innovation attempts, tolerance for failures and aiming at first class. We must conduct bold innovations in the investment and financing systems, talent applications, industry-university-research mechanisms, etc. We must actively explore new models to revitalize old industrial bases, regional cooperation in Northeast Asia, joint domestic and international moves in the region, and regional system reforms.

Developing in coordination and leading the development in surrounding regions. We will gradually break the administrative barriers and market segmentation inside the region, promote joint and coordinated development of Changchun, Jilin City and Yanbian Prefecture, speed up the integration process of Chang-Ji, and Yan-Long-Tu regions, create engines for economic development of Jilin Province and regional cooperative development of the Tumen River area. By means of cross-boundary efforts in infrastructure constructions for communications, energy, eco-protection, river valley treatment, and important industrial projects implementation, we will realize mutual industrial integration between and among regions in Jilin Province, facilitate logistics channels, and promote regional economic interactions to create ideal situations for development. 

Strategic Focuses

According to the strategic framework proposed in the “Planning Outline” to “accelerate the construction of the Chang-Ji-Tu development and opening up pilot zone”, “actively promote joint moves between Chang-Ji-Tu and other domestic regions”, and “vigorously promote international cooperation in the Tumen River area”, Jilin Province will focus on the following nine aspects, such as infrastructure construction, industrial cooperation and innovation, international cooperation mechanism, regional integration, policy support and safeguard, etc. to promote the implementation of the strategy for the Chang-Ji-Tu regional development and opening up.

(I) Accelerating the construction of international thoroughfare. There are a number of important projects involved:  roads,  railways, ports and other  infrastructure cooperation projects in the regional around Russia and DPRK; China-Mongolia corridor, international airport and logistics channels, accelerated construction of the projects for smooth flows of international thoroughfares, international transport channels through the Northeast China economic zones and from Mongolia to the Sea of Japan. Focuses: promoting the transportation infrastructure cooperation projects around Russia and DPRK, China-Mongolia major thoroughfare, Changchun inland port, Jilin inland port, international airport and logistics channel, Hunchun border-crossing international commodity trading center, five border highway bridges at Quanhe, Guchengli, Tumen, Shatuozi and Kaishantun, two joint inspection buildings at Quanhe and Guchengli, border-crossing railways between Kaishantun and Sanfeng, between Nanping to Musan, Hunchun - Zarubino - Sokcho - Niigata- land-sea joint transport routes, and other major projects.

(II) Constructing international and inter-provincial industrial cooperation parks. The  focuses are as  follows: mainly promoting the Changchun China-Russia national-level sci-tech joint research center, speeding up the Hunchun Russian industrial park, Hunchun Japanese industrial park, Hunchun Korean industrial park, the Hunchun Hong Kong industrial park, the Jilin (Fengman) Korean industrial park, the Yanji Korean industrial park, the Jilin (Singapore) new agricultural cooperation foods area, etc at the international level; the Jilin (Nong’an) Guangdong industrial park, the Jilin (Changchun) Beijing railway communications industrial park, the Jilin (Changchun) Shanghai industrial park, the Jilin (Jiaohe) Zhejiang industrial park, the Beijing industrial park, the Shenzhen industrial park, the Taiwan industrial park, etc. at the provincial level.

(III) Making efforts to build international exchange and cooperation platforms. On the basis of the China- Jilin Northeast Asia Expo, based on various international high-level forums and business activities, we will construct Changchun • international business service bases and create platform for international exchanges in Northeast Asia. We will promote the establishment of mechanisms for national diplomacy, local government negotiation, etc. and research to advance the establishment of a liaison office in Changchun for the Tumen River area local leaders and offices for international cooperation in Northeast Asia. We will build a Northeast Asia international business zone and a Northeast Asia headquarters economic base in Changchun.

(IV) Speeding up the construction of a comprehensive bonded area and export processing zones. We will constantly raise and expand the functions of the Hunchun export processing zones to speed up their constructions, establish a comprehensive bonded area that integrates the export processing zones and bonded logistics zones. We will enhance the opening-up functions of the Chang-Ji hinterland, vigorously promote the declaration work of the Changchun comprehensive bonded area, and explore the possibility to establish border processing zones for imported resources.

(V) Promoting the construction of cross-border economic cooperation zones. We will further improve and enhance the functions of the Hunchun frontier economic cooperation zones, make unremitting efforts to promote cooperation in the areas adjacent to the Chinese-Russian and Chinese-DPRK frontiers, construct the Tumen River cross-border free trade zone, and create conditions for the final establishment of the Tumen River free trade zone. The focus is to promote the Chinese-Russia Hunchun-Hassan cross-border economic cooperation zone and the Chinese-DPRK Hunchun-Rason cross-border economic cooperation zone.

(VI) Promoting joint development of Chang-Ji-Tu and other regions. We should eliminate administrative constraints and market barriers, create a favorable environment to accelerate the Chang-Ji integration and the Yan-Long-Tu integration, encourage advantageous industries of Changchun and Jilin to extend to opening-up windows and frontiers to optimize resources configuration, give full play to regional advantages, and coordinate a new pattern for urban-rural joint development. We should accelerate key project constructions of highways, railways, civil aviation, water conservancy, energy, urban infrastructure, environmental protection, etc. in the region, quicken the paces to promote Yan-Long-Tu one-city model infrastructure integration, and facilitate the constructions of the new area in northeast Changchun and the new industrial area in north Jilin City.

(VII) Building modern industrial systems. We will speed up the implementation of the one-million-car-output incremental project, the Jilin Chemical Industrial Circular Economy Demonstration Zone, the Changchun State Optoelectronic Industry Base and Biomedical Industry Base, the 100-billion-dollar Pharmaceutical Industry Works, the Jilin Carbon Fiber Industry Base, the New Comprehensive Development of Mineral Resources Base, the Changchun Railway Transport Equipment Manufacturing Industrial Park, the Jilin Wind Power & Nuclear Power Equipment Industrial Park, the Changchun and the Yanbian Agricultural Industrial Park, logistics bases catering for Northeast Asia, the Chang-Ji-Tu Tourism Economic Belt, etc.

(VIII) Promoting institutional innovation. We will vigorously promote the reforms of focus areas and key links to create favorable regional economic integration and all-round opening up institutional mechanisms for cooperation to enhance regional economic development. We will speed up the study on the establishments of the Tumen River Development Joint Stock Bank, the Chang-Ji-Tu Development and Opening Up Investment Company, and the Tumen River Development Venture Capital Fund. We will promote Hunchun’s management model reform and explore the possibility for Hunchun to be upgraded into an independent planning city or into a city directly under the Jilin Province administration.

(IX) Strengthening policy support. We will closely seize the policy opportunities made available by the state for the Chang-Ji-Tu pilot zone to lobby for state support, study and formulate workable preferential policies to support the rapid development of the regional economy. We will research to develop a plan conducive to promoting the Chang-Ji-Tu pilot area industrial development, infrastructure, international cooperation, technological innovation, etc. by means of preferential policies and guidance. In particular, we will formulate plans consistent with the Chang-Ji-Tu pilot zone development and opening up strategies to promulgate relevant policies for the development of capital support, land, finance, foreign trade, human resources, economic restructuring of resource-based cities, etc.



The Hunchun International Cooperation Demonstration Zone It covers an area of about 90 square kilometers, including such functional areas as the international industrial cooperation zone, the border trade cooperation zone, the China-DPRK Hunchun Economic Cooperation Zone, the Sino-Russian Economic Cooperation Zone, etc. Its functions are as  follows: an  important platform based on Hunchun,  relying on  the Chang-Ji-Tu,  facing Northeast Asia, serving the grand northeast China, for cooperation, development and opening-up between China and Northeast Asia, an important hub of integrated communication and transportation, a logistics center of commerce and trade in Northeast Asia, a new urban area economic prosperity, beautiful environment and eco-friendly livability, an important economic growth pole of northeast China, and a bridgehead of regional cooperation and development in the Tumen River region.

The Changchun Xinglong Comprehensive Bonded Zone is a customs supervision zone with the highest opening up level, the most preferential policies and the most complete functions. It is an important core project for Jilin Province to implement the Chang-Ji-Tu strategic planning, and it is an important node in the Changchun-Jilin integration strategy. It will focus on the development of the automobile and automotive electronic products processing and manufacturing, transportation equipment, industrial parts manufacturing and module assembly manufacturing, and, relying on the Changchun land port and the port function of the Longjia International Airport, carry out port clearance, export processing, bonded logistics, entrepot trade, international procurement, distribution and delivery services.

China-Singapore Jilin Food Zone is a strategic cooperation project between China and Singapore in agriculture and food. Currently, the master plan  for  the  food zone has been completed, and  it will  invest RMB 10 billion  in five years  in the construction of infrastructures and startup projects. By 2020, the food zone will be turned into a demonstration zone for safe and healthy food production at the international level, demonstration zone for modern agricultural development, demonstration zone for “Sanhua Planning” for rural areas, and demonstration zone for the Chang-Ji-Tu development and opening-up strategy.

Chang-Ji Industrial Innovation Development Demonstration Zone. The Chang-Ji Industrial Innovation Development Demonstration Zone serves as an important carrier of the strategy for the Chang-Ji-Tu development and opening up pilot zone, an important platform for Jilin Province to integrate into the national “one belt and one road” strategy, an important initiative to implement the regional coordinated development and industrial layout proposed by the Jilin Province Committee of the CPC, an important attempt to refer to the Shanghai FTA for its experience in reform and development, and an important institutional arrangement to mobilize all the parties involved. The planned control area totals about 3710 square kilometers in area, including the two parts of the Changdongbei and the Jilin City Industrial Development Demonstration Zone. It will focus on building an advanced manufacturing industry, a modern service industry and a modern agriculture industry in a modern industrial system, and it means to build an opening-up and development pilot zone, a demonstration zone for industrial transformation and upgrade and an experimental zone for overall in-depth reforms. Currently, the master plan for the demonstration zone has been approved by the provincial government, and the construction will be fully launched in 2015.

China and the DPRK Ra Son Economic and Trade Cooperation Zone is located in Ra Son Special City of the Democratic People's Republic of Korea. It is adjacent to Hunchun of China and Hassan District of Russia, and to Japan across the sea. Its total area is 470 square kilometers. On October 26, 2012, the China and the DPRK Ra Son Economic and Trade Zone Administrative Committee was set up and began operations. In accordance with the principles of “overall planning, step-by-step implementation, government guidance, cooperation and development, enterprise focus, market operation, complementary advantages, mutual benefit and win-win”, it will build a strategic platform of mutual benefit for China-DPRK economic cooperation, processing trade and cultural exchanges, an important international logistics center in Northeast Asia, a state-of-the-art manufacturing center, a regional tourist center, an pilot zone for DPRK’s foreign exchanges, a China-DPRK economic and trade cooperation demonstration zone, a environment-friendly economic and trade zone, an important international economic and trade center and a modern port city in Northeast Asia.

China-Russia Hunchun - Zarubino Cross-border Economic Cooperation Zone. It is a lead-forward development zone relying on the Hunchun International Cooperation Demonstration Zone, the Russian Zarubino Universal Harbor Zone and the Primo rye. It will focus on industrial cooperation in port logistics, processing trade, etc., and build a new and closer cooperation platform and carrier. Currently, it is taking advantage of the joint working mechanism between Jilin Province and the Russian Far East Development Department to carry out related work concerning the cooperation zone. In 2015, we will try to incorporate the cooperation zone into the strategic cooperation framework between the governments of the two countries to actively promote such work as interconnection and interworking.
