Jilin Province Made Full Efforts to Defend the Blue Sky

The snow is white, the sky is blue and the distant scenery is clearly visible. Walking in the streets of Changchun, you can easily find the blowing cold air is refreshing. According to the latest statistics, in 2017, the proportion of fine days in the province reached 83%; the annual average concentration of PM10 in prefecture-level cities reached 67 micrograms per cubic meter, a decrease of 3.6% over the same period of 2016.


The results are encouraging, but the process is easier said than done. Each microgram of pollutant concentration decreases and one fine weather day increases, behind which it is a huge system engineering.


In recent years, the province has always taken the prevention and control of air pollution as a major political task and an important livelihood project, adhered to improving air quality as the core and resolving outstanding problems as the orientation, highlighted "five key points", paid close attention to "five fulfillment" and fully started the war of defending the blue sky.


Highlight key tasks and pay close attention to the implementation of responsibilities.

The provincial Party Committee and government attach great importance to prevention and control of atmospheric pollution and make systematic arrangements and deployments of air pollution control as the province's key work and practical livelihood deeds. In order to promote the implementation of key tasks of air pollution control into practice, the provincial Party Committee and government promulgated the "Regulations on Responsibility for Ecological Environment Protection in Jilin Province (for trial implementation)" and the provincial government signed the Responsibility Book on Air Pollution Prevention and Control with all localities and departments to decompose and implement work targets, specific tasks and time nodes of air pollution prevention and control to each region and department one by one, included air pollution control into the provincial government's key work, monthly dispatched and regularly reported the work progress and made exposed interviews of areas progressing slowly. At the same time, repeatedly organized special inspections and promoted resolving outstanding problems in the work of air pollution control so as to ensure all key tasks to be implemented into practice and achieve real results.


Highlight key areas and pay close attention to the implementation of the provincial and municipal linkage mechanism.


The discharge of air pollutants is relatively large and the problem of environmental air pollution is relatively prominent in Changchun, Jilin, Siping and other central cities with industrial agglomeration and dense population. In order to solve this problem, the province has carried out a targeted campaign of "Changchun, Jilin and Siping + 1" four cities air pollution control, the provincial government set up a special leading group participated by a number of departments and the four cities were led by their mayors to tackle tough in air pollution control to promote the "Changchun, Jilin and Siping + 1" region to deeply implement measures such as industrial emission reduction, rigid coal compression, dust control, motor vehicle control, soot treatment and banning of straw burning, effectively improving the ambient air quality. In 2017, the "Changchun, Jilin and Siping + 1" region’s PM10 concentration dropped more than 20% from 2015, five percentage points lower than that of other regions.


Highlight key areas and pay close attention to the implementation of structural adjustment policies.


The province constantly adjusts the industrial structure, strictly controls the new high-energy consumption and high-pollution projects, and resolutely eliminates backward production capacities. Continue to optimize the energy structure, strictly implement control over the total coal consumption, strictly control key areas that have a greater impact on the incremental consumption of coal and make full efforts to reduce the total coal consumption. In 2016, the total coal consumption in the province dropped to 93 million tons from 113 million tons in 2012 and the proportion of coal in total energy consumption dropped from 78.8% in 2012 to 64.33%, achieving the total coal consumption control target one year earlier. Vigorously promote the "gasification of Jilin" construction, the province's natural gas pipeline mileage reached 3,115 kilometers, the gas pipeline coverage in cities above the county level reached 70%, the urban gas population increased to 10 million, and the gasification rate reached 60%. In 2017, the province organized and carried out clean heating with electric energy and comprehensive renovation of raw coal burning, gradually promoting the resolving of coal-fired pollution.


Highlight key industries and pay close attention to the implementation of key tasks on pollution prevention and control.


The province highlights coal-fired pollution, motor vehicle pollution, open-air straw burning, urban dust, volatile organic compounds pollution and other key areas and works together with the provincial public security department, the provincial department of housing and urban-rural development and other departments to organize and carry out coal-fired boiler clean-up remediation, full-compliance emissions of industrial pollution sources, motor vehicle pollution remediation and other special actions to promote the province's ambient air quality to continue to improve. As of the end of 2017, the province has achieved full coverage of desulphurization and denitrification facilities for coal-fired thermal power units; eliminated a total of 6,329 small coal-fired boilers, creating an elimination ratio of 97.6%; phased out a total of 327,000 yellow mark vehicles, creating a phase-out ratio of 91%; cumulatively completed oil and gas recovery and control of 2,231 gas stations, 21 storage tanks and 1,238 tankers, creating a treatment rate of 95%, 95% and 100%; the province's comprehensive utilization rate of straws has reached 77%.


Highlight key periods and pay close attention to the implementation of management and control measures.


Autumn and winter are a period with more prominent air pollution for the province. The provincial government has organized and carried out the 100-day action of tackling tough in autumn and winter air pollution control and implemented a number of special actions across the province, such as fixed source emissions standards, staggering peak start of coal-fired heating boilers, "zero clearing" of small coal-fired boilers, staggering peak production of key industries, and open burning and comprehensive utilization of straws and made efforts to reduce emissions of air pollutants. At the same time, in order to actively and effectively deal with heavily polluted weather, the provincial government set up a heavily polluted weather emergency headquarters, promptly revised the contingency plan for heavily polluted weather, released the country’s first local standard for emergency control of heavy pollution and continuously refined and regulated heavily polluted weather emergency control measures. Since 2014, the province launched a total of 41 local and two provincial heavy-polluted weather emergency responses, effectively reducing the adverse impact of heavily polluted weather.


Air pollution control has always been progressive but not completed. Next, the province will, with a more resolute attitude, more stringent standards and more vigorous measures, make full efforts to promote the atmospheric pollution prevention and control work and resolutely win the battle to defend the blue sky so that "blue sky and white cloud" will become the most beautiful background of Jilin.
